Drafting a Contract – Sorry Folks but it has to be done! Lack of clarity on indicators, means of measurement, responsibility of parties, payment mechanism  confusion & failure It takes some time and effort to get a contract right – spend enough time and effort Use a checklist!! Contract Management – Be Very Clear About it Need clear arrangements – people with proper budget Need full-time staff with proper mix of skills Field visits to assess progress, ID issues, and diagnose causes Ensure prompt payment Hold recipients accountable Track performance using available data Keep MOH leadership informed
