Background and Context CalWORKs provides financial help and services to single- and two-parent families: 48 Months of Cash Aid Work Incentives ($225 and 50 percent) “Safety Net” for children, even if adult is sanctioned for noncompliance

Background and Context CalWORKs Key Features: 24-Months of Flexible Work Activities Family Stabilization Homeless Assistance Subsidized Employment Supports for Pregnant and Parenting Teens

Caseload Characteristics Two-parent families comprise about 10 percent of California’s TANF families (FFY 2008-17): All TANF Families = 402,558 Two-parent TANF Families = 39,320

Caseload Characteristics Compared to single-parent families: Time on Aid Two-parent cases averaged less time on aid 24.2 months compared to 25.1 months for single-parent cases, from FY 2010-11 through FY 2016-17 Sanctions Sanction rate is roughly the same About 22 percent from July 2014 through May 2017

Caseload Characteristics Marital Status Married and living together = 52% Single and never married = 45% Separated = 2% Divorced = 1%

Caseload Characteristics Working, looking for work, or acquiring and developing skills for work are the most common activities for CalWORKs two-parent families Activity Percentage Engaged Unsubsidized Employment 51.8% Job Search & Readiness 14.7% Vocational Education 13.2%

TANF Participation Rates California’s Two-Parent Work Participation Rate FFY 2010 2011 2012 2013 2014 2015 2016 Target 0% 90% Achieved 35.6% 33.9% 30.8% 30.9% 25.5% 61.4% 68.6%* ARRA caseload reduction credit expired in FFY 2012, resulting in a dramatic increase in California’s target two-parent WPR California instituted the WINS program in FFY 2015, increasing the two-parent WPR

TANF Participation Rates Work Incentive Nutritional Supplement (WINS) Separate state program $10 food benefit to SNAP families (TANF-MOE) Eligible Recipients must: Not be receiving CalWORKs Meet TANF work requirements Many recipients are former CalWORKs

TANF Participation Rates 90% WPR requirement creates unique challenges for two-parent families 13 percent of two-parent families almost meet WPR requirements participating for 30-34 hours (within 5 hours of meeting WPR) 75 percent of the two-parent cases who meet WPR requirements do so with one adult contributing all the work hours 1,900 two-parent cases include one disabled adult

Service Delivery Same eligibility and benefit policies and support services for single- and Two-Parent families Same access to childcare and employment services Same access to special program components

Policy Implications It is important to keep families together, or at least not create incentives for two-parent families to split apart Balance between WPR and TANF goals Two-parent families often face same barriers as single-parent families States should not be penalized for providing aid that supports two-parent families
