APPLICATION OF THE REVISED PROVISIONS UNDER PHASE II Agenda item 5 (d) Responsibilities of the international organization authorized to issue TIR Carnets

Article 6, new paragraph 2 bis "An international organization, as referred to in paragraph 2, shall be authorized by the Administrative Committee to take on responsibility for the effective organization and functioning of an international guarantee system provided that it accepts this responsibility." Possible authorization procedure An international organization requests (in writing) authorization by the TIR Administrative Committee to take on responsibility for the effective organization and functioning of an international guarantee system; The TIR Administrative Committee authorizes the above organization;   The organization becomes responsible for the effective organization and functioning of an international guarantee system; The TIR Administrative Committee, via the TIRExB, monitors the effective organization and functioning of the guarantee system; Contact Group - 7th Session - Agenda item 5 (d)

Possible authorization procedure (cont’d) If required, the TIRExB requests the international organization to take necessary actions to improve the performance of the guarantee system;   The TIR Administrative Committee is regularly informed by the TIRExB on the organization and functioning of the international guarantee system; The TIR Administrative Committee may withdraw its authorization in case of ineffective organization and functioning of the international guarantee system.
