Regional Conference on Migration (RCM) Meeting of the Regional Consultation Group on Migration (RCGM) RCM Guiding Principles for the Development of Public Policy on Integration, Return and Reintegration

Return, Reintegration and Integration The management of migration flows involves addressing the reintegration, return, and integration needs of migrants; The need for a comprehensive approach to discuss and address these topics; Close coordination is required, establishing the roles and responsibilities of countries. Return, Reintegration and Integration

Basic Considerations Regarding Return Historically, a high incidence of out-migration; Financial crisis and recently, an increasing number of forced returns; Return migration is a phenomenon that has not been explored much at a regional level; A direct impact of return migration on the capacity of integrating into the labour market and achieving socio-economic stability; Sustainable return is achieved through appropriate reintegration (labour market, family, society and a culture promoting settlement); Assisted voluntary return – a greater chance of being sustainable than forced return. Guiding Principles for the Development of Integration Policies Access to the required documents; Information sharing and awareness-raising across various sectors of the population and public and private institutions; Information dissemination to refugees and migrants on their rights and duties; Active participation of migrants and refugees in formulating actions that favour their integration.
