Hungarian remarks Zoltán Simonffy Ministry of Rural Development Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Hungarian remarks Zoltán Simonffy Ministry of Rural Development Hungary Department of Sanitary and Environmental Engineering Budapest University of Technology and Economics

of surface and groundwater resources Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Separation of surface and groundwater resources

Relevant spatial and temporal scales of water availability: Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Relevant spatial and temporal scales of water availability: Surface water: Groundwater: Planning units Surface catchment Groups of GWBs Subsurface catchment Considerable differences in lowland, however they can be treated together Low flow period (August) Longterm annual average

Available water resources (HU): Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Available water resources (HU): For surface water bodies, in August (longterm, at least 10 years): RWA_sw = Qaug80 + Inflow_upstr80 + ReleaseRes + Return – Envflow For groundwater catchments, LTTA: RWA_gw = Recharge + (Inflow - Outflow) + Return - WaterD_GWDE Connection between surface and groundwater resources: recharge to grw from surface waters (bankfltration, art. recharge) inversely: baseflow, retuned grw. abstraction to surface water

Water scarcity evaluation (HU): Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Water scarcity evaluation (HU): For surface water bodies, in August (longterm, at least 10 years): Bal_ sw = RWA_sw – Demand_sw (~ TWA_sw_representative!!) Since RWA_sw corresponds to 80% duration, probability of water scarcity is 20%, if Bal_sw <0. For groundwater catchments, LTTA: Bal_gw = RWA_gw – TWA_gw - water scarcity if Bal_gw < 0 or WEI_gw = TWA_gw/RWA_gw - water scarcity if WEI_gw < 1 (0.9)

Environmental flow Expert Group on Water Scarcity and Drought (EG WSD) 1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Environmental flow

Type of rivers (20 types in HU) Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Environmental flow: Water courses: ecological minimum flow in lowflow period Type of rivers (20 types in HU) Diversity in flow: meandering, gurgles, slugish stretches Estimation of minimum flow by hydrodynamical calculation (Chézy) for every river type b = 0.45 – 0.6 WR_sw = b . Qlowflow

Groundwater dependent ecosystems - LTAA Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Environmental flow: Groundwater dependent ecosystems - LTAA Springflow: WR_sw . c Baseflow: WR_sw . c c: quotient of LTAA and lowflow period depends on the morphology and type of aquifer

acc. to required fluctuation Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. Environmental flow: Groundwater dependent ecosystems - LTAA Surplus of evapotranspiration from groundwater at the wetland and in the surrounding area (too) Wetlands, terrestrial ecosystems: Swamp Swamp-meadow High water demanding marsh Marsh-meadow Wet salt-marsh Dry salt-marsh Riverside forest Gw demanding forest ETA needed from grw. Critical depth acc. to required fluctuation

2003 (dry), 2006 (average), August 2003 (dry), August 2006 (wet) Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. WEI test in Hungary 2003 (dry), 2006 (average), August 2003 (dry), August 2006 (wet)

WEI test in Hungary No problem Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. WEI test in Hungary No problem Kapos shows more vulnerability than the country (medium catchment without transboundary connection). August is more sensitive than the year. Kettos-Koros is similar to national scale, annual evaluation (large catchment in abroad), but more sensitive in August (no considerable inlow from Romania).

Expert Group on Water Scarcity and Drought (EG WSD)  1st Meeting of the Technical Working Group (TWG), Prague, 19.-20. December 2011. WEI test in Hungary Increasing WEI, but in the reality vulnerability does not increase due to cooling water and in situ water use.
