NATIONAL STRATEGY FOR SOCIAL REINTEGRATION OF PERSONS DEPRIVED OF LIBERTY 2015-2019
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 The initiative of the National Administration of Penitentiaries to draw up a National Strategy for Inmates’ Social Reintegration – though it lasted for a significant period of time and faced numerous difficulties – was materialized in the approval of the Government Decision no. 389/2015, for the 2015-2019 implementation period, and in the inclusion of its enforcement to the measures of The Governing Programme, incorporated into the Justice Chapter.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 The 2008-2018 comparative analysis emphasized, as institutional progress issues, the development and strengthening of the social reintegration function, inclusively from the perspective of the community approach, by mobilizing the civic society partners – governmental and non-governmental organizations – as foremost vectors in the social inclusion process. In this context, we notice, as a corollary of the previous years’ undertakings, the strengthening of the inter-institutional collaboration and drawing in the representatives of the partner institutions, reflected by the implementation degree of the activities foreseen by the Strategy in 2018, namely 77%.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 Coordination and monitoring of the implementation of the provisions of the Strategy is carried out within the Interministerial Commission, according to the provisions of art. 4 of the Government Decision no. 389/2015.. The Interministerial Commission is composed of one representative, with a leading position, at least at the level of a director, within the following public institutions: a) the Ministry of Justice (MJ), which is also the President of the Commission; b) Ministry of Labor and Social Justice (MoJJ); c) Ministry of National Education (MEN); d) Ministry of Internal Affairs (MAI); e) Ministry of Health (MS); f) National Probation Directorate (DNP); g) National Penitentiary Administration (ANP). The Commission's technical secretariat is assured by the National Administration of Penitentiaries, which supports the work, by preparing the necessary support materials, centralizing the information sent by the members of the Commission and by maintaining the communication between the members of the Interministerial Commission and monitoring the progress made in the implementation of the National Plan of Government no. 389/2015.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 From the point of view of involvement of partner institutions, the activities foreseen in the strategic document have been accelerated since the second half of 2017. That is why, in 2018, both the mobilization of all public partner institutions, the assumption of the responsibilities established under the normative framework, as well as keeping of the accelerated pace of implementation of the activities - in which the organization of the interministerial commission meetings was continued, with a monthly average frequency . Thus, in 2018, 10 Commission meetings took place on 23 January, 27 February, 27 March, 26 April, 24 May, 17 July, 11 September, 11 October, 22 November and 20 December. In the 10 meetings of the Commission, 8 Decisions were adopted.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 Result Indicators According to the agreed deadlines, five outcome indicators were approved by Commission Decisions, which contributed significantly to the increase in the percentage of implementation of the activities of the National Implementation Plan of GD no. 389/2015 and objectification of interinstitutional collaboration models to facilitate the social reintegration of persons punished by criminal law. System for the diagnosis of pre-training training needs The analysis report and the inventory of proposals for amending or supplementing the legislative framework The joint training program "We learn together. We advance together." The training program for staff working with persons sentenced for a penal case . 5 common orders for the approval of the 6 interinstitutional procedures - 3 approved and in implementation Study report on identifying needs to facilitate the social reintegration of people deprived of their liberty

NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 Priority Actions - 2018 Mobilizing local public authorities in the process of social reintegration of people who received a penal sentence. The development of locally available social support services available to direct beneficiaries – persons returned in the community - is able to contribute to the goal of integrative approaches aimed at increasing community safety and preventing relapse.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 Priority Actions - 2018 The sensitization of public structures with attributions related to the social reintegration of criminally punished persons as to the importance of exercising the role in relation to this category of beneficiaries is one of the main levers of activation and functioning of the integrated interinstitutional mechanism pursued by the promotion and implementation of the Strategy.
NATIONAL STRATEGY FOR SOCIAL REINTEGRATION 2015-2019 Proposals - 2019 Continue the process of implementing the National Strategy for Social Reintegration of Persons Deprived of their Liberty after 2019, direction in which the Romanian Government in the meeting of 24 April 2019 approved the Memorandum by which the Ministry of Justice proposed the continuation of the implementation of the Strategy in a improved form in the strategic cycle 2020-2024.
