Child Care Screening Tie-in with NBCP AHFSA Annual Conference Background Screening Interest Track August 4-7, 2019 Child Care Screening Tie-in with NBCP Fernando Castro, Idaho Department of Health & Welfare

Objective: Describe the Idaho Experience with CCDBG background checks Questions from interested States: Our conference goal is dialog. In this session, representatives from interested States are encouraged to ask questions; describe their challenges of effectiveness, efficiency and equity; and exchange information.

Idaho and the CCDBG Background IDHW has its own background check unit Unit processes Department required background checks (NCJA) Unit responds to queries into the state’s CP/CAN Registry

Idaho and the CCDBG Background Established by statute Self-funded (no appropriation from the General Fund) Program itself is managed through administrative rules

Idaho and the CCDBG IDHW has been processing background checks for state licensed day care employees since 2001 Over 330,000 background checks processed since 2003 Over 11,400 Idaho CP/CAN Registry checks processed since 2010

Idaho and the CCDBG CCDBG Compliance Milestones Early 2016 IDHW started to look at CCDBG requirements with ACR April 2016 Negotiated rulemaking process started New fitness criteria Other providers chose to be processed for this new criteria

Idaho and the CCDBG CCDBG Compliance Milestones July 2017 Administrative rules published December 2017 System modifications completed January 2019 Enabled notification for FBI-cleared applicants to advise that they could start employment while their out of state CP/CAN Registry checks were being completed

Idaho and the CCDBG CURRENT CHALLENGES Timely completion of background checks when applicants have resided out of state Criminal Checks of those jurisdictions if they are non-NFF states criminal archives do take time to complete Completion of other states CP/CAN Registries also takes time

Idaho and the CCDBG CURRENT CHALLENGES Local Option 8 Cities in Idaho have their own background check program for the CCDBG workforce It is enabled by statute Applicant fitness criteria is different Frequency is different Two background checks are required in some cases

Idaho and the CCDBG CURRENT CHALLENGES Local Option (Cont.) IDHW is working with those cities to work out how to incorporate their process to ours

Idaho and the CCDBG CP/CAN Registry Checks Challenges Owning state statutes restrict dissemination to IDHW Most states do respond to AWA checks requests (adoption/foster care) Few states do respond to employment checks (CCDBG – Children’s daycare workforce)

Idaho and the CCDBG CP/CAN Registry Checks Challenges (Cont) CP/CAN Registries are not public records making it difficult to access them with ease Criteria as to why a person is included in the registry and for how long they remain in it varies throughout the states

Idaho and the CCDBG CP/CAN Registry Checks Challenges (Cont) Different processes to obtain information exist Different forms Payment issues Requiring original forms (no copies, faxes, or e-mails allowed)
