LTA National Officiating Conference Anti-Doping Overview

Getting Started: Your role! In today’s whistle-stop session you will: Be able to promote Clean Sport in your officiating role and environment Improve your knowledge of anti-doping tools and procedures Awareness of athletes anti-doping rights and responsibilities Ensure athletes receive the correct advice, at the right time, from the right person

Who’s Who The same rules apply. Your sport has signed up to the World Anti-Doping Code, so has the IOC/IPC/CGF (Commonwealth Games Federation) NTs only emphasise the one that is relevant – this means that if you are training and competing abroad, and if you make it to the Games the same anti-doping rules apply. This means you may be tested by organisation and people other than UKAD and that you need to make sure you remember your responsibilities. Harmonisation across sports is important – this helps to protect the integrity of sport.

Athlete Education Programme Increases understanding of doping-free sport Promotes and encourages personal responsibility. Help Protect Clean Sport ! Just like a training session you need the right values – determination, integrity, respect, passion, and some hard work. Clean Sport doesn’t happen by chance….clean sport starts with you!

Strict Liability Their body, their responsibility. #squeakyclean Anti-doping is not something athletes can delegate or ignore. Athletes are solely responsible for any banned substance you use, attempt to use or is found in thier system regardless of how it got there, or whether there was an intention to cheat or not. Their body, their responsibility. How well you do in training is up to you and the effort you put in. Same for anti-doping – no one else is responsible for the choices and decisions you make. Strict Liability – personal responsibility – no excuses! - Ask the athletes who they think is responsible for anything found in their system – ‘Your body, your responsibility’ is a clear message to keep returning to throughout the workshop #squeakyclean

Why is this important for officials ? A Officials primary role is to protect every athletes right to compete in sport, which should also include clean sport Officials are in direct contact with athletes and can help protect sport by reporting anything suspicious. Due to the close proximity to athletes officials should be aware of right and responsibilities of an athlete as they may be able to offer advice. Explain that they are in contact with athletes and can help protect sport by reporting anything suspicious. Medications and Supplements What are they and how can we check them ?

Doping Control What happens and why ?

Rights and responsibilities What are the athlete’s rights? What are the athlete’s responsibility? Each group has a topic to answer with three key points : What are the reasons to delay a test in competition To obtain photo id To attend a medal ceremony To fulfil media commitments To receive medical treatment To compete in further events To warm down To locate an interpreter/representative 2. What are the reasons to delay a test out-of-competition To complete training 3. What are your rights during the testing process Be notified by a Chaperone or DCO with official id and evidence of his/her authority from an anti-doping organisation Be accompanied to the doping control station by a representative of your choice, and an interpreter (if required and available) Be observed providing your sample by DCO/Chaperone of the same gender as yourself (if it is a urine sample) Ask for additional information, or provide comments on the testing procedure Receive a copy of the DCF after the test has finished OR Complete the electronic feedback form Confidentiality – no name should be on any documentation that is to be sent to the laboratory Request a delay (see answers to questions 1 and 2) Request a modification to the DC process in case you are a minor or an athlete with a disability

Anti-Doping Rule Violations What are they and the sanctions ?

ADRV’s Presence of prohibited substance in their sample *Trafficking, or attempted trafficking, of a prohibited substance or method Use, or attempted use, of prohibited substance or method *Administration, or attempted administration of a prohibited substance or method to any athlete; or assisting, encouraging, aiding, abetting or covering up an ADRV. Failure or refusal without compelling justification to submit to sample collection after notification *Complicity- Involvement in helping someone to commit an ADRV, or avoid detection. Provision of inaccurate athlete Whereabouts information resulting in any combination of three missed tests and/or filing failures in a 12- month period *Prohibited association- associating with a coach, doctor or physio who has been found guilty of a criminal or disciplinary offence equivalent to a doping Violation. * Tampering, or attempted tampering, with any part of the doping control process. *Possession of a prohibited substance or method.
