Sut mae lleoedd dros ben yn effeithio ar yr adnoddau sydd ar gael i wario ar wella deilliannau ar gyfer disgyblion? How do surplus places affect the resources available for expenditure on improving outcomes for pupils?

Cefndir Background Mae’r broses ar gyfer cynllunio lleoedd ysgol yng Nghymru yn gymhleth yn sgîl: niferoedd yn gostwng mewn ysgolion uwchradd; niferoedd yn codi mewn ysgolion cynradd; gwahaniaethau rhwng ardaloedd trefol a gwledig; a galw cynyddol am addysg cyfrwng Cymraeg. The process of planning school places in Wales is complicated due to: falling rolls in secondary schools; rising rolls in primary schools; disparities between urban and rural areas; and a growing demand for Welsh medium education.

Cefndir Background Cytunir yn gyffredinol nad yw adnoddau ariannol yn cael eu defnyddio yn y ffordd fwyaf effeithlon neu effeithiol i wella ansawdd addysg, lle mae lefel uwch na’r angen o leoedd ysgol. There is general agreement that, where there is a higher than necessary level of school places, financial resources are not being used in the most efficient or effective way to improve the quality of education.

Prif ganfyddiadau Main findings Lle mae lefel uwch na’r angen o leoedd ysgol, mae adnoddau yn cael eu colli y gellid eu defnyddio'n well i wella ansawdd addysg. Where there is a higher than necessary level of school places, resources are lost that could be better used to improve the quality of education. There are one fifth more unfilled places in 2011 than there were in 2006 and no local authority has achieved the Welsh Government’s recommended level of no more than 10% surplus places across primary and secondary schools.

Currently a wide range of strategies is being used across Wales to reduce surplus places. The priority of local authorities generally is to reorganise schools to improve standards. The impact on learner outcomes from the more efficient use of resources brought about by reorganisation is rarely tracked by local authorities.

Various methods have been used over time to evaluate the cost of maintaining surplus places in schools in terms of lost resources. The lack of a standardised method at a national level creates difficulties in maintaining informed discussion about the effectiveness of strategies.

Those local authorities that have calculated the cost of surplus places have found it useful in persuading school communities and decision makers of the need to reduce surplus places. Multiple regression analysis allows for the identification of the average cost of surplus places. It is an effective standardised method because it can calculate a statistical average across many complex school funding arrangements in use in different local authorities in Wales.

Argymhellion Recommendations Dylai Llywodraeth Cymru: ystyried mabwysiadu dull safonol i’w ddefnyddio ar lefel genedlaethol ar draws pob ysgol er mwyn nodi cost gyfartalog lleoedd dros ben ac ysgolion dros ben; hyrwyddo gostwng lleoedd dros ben yn dystiolaeth o reoli adnoddau yn well a’r effaith ar wella ysgolion yn hytrach na fel diben ynddo’i hun; gweithio gydag awdurdodau lleol i ddatblygu a hyrwyddo arfer dda wrth arfarnu effaith cynlluniau ad-drefnu ysgolion; The Welsh Government should: consider the adoption of a standardised method to be used at a national level across all schools in order to identify the average cost of surplus places and surplus schools; promote the reduction of surplus places as evidence of better resource management and impact on school improvement rather than as an end in itself; work with local authorities to develop and promote good practice in evaluating the impact of school reorganisation schemes;

Argymhellion Recommendations The Welsh Government should: require local authorities to conduct impact assessments on school reorganisation schemes where Welsh Government money is being used to support implementation; and work with local authorities to identify those school organisation and asset management strategies that contribute most positively to outcomes for learners and promote their use across all local authority consortia. Dylai Llywodraeth Cymru: gofyn i awdurdodau lleol gynnal asesiadau effaith ar gynlluniau ad-drefnu ysgolion lle defnyddir arian Llywodraeth Cymru i gefnogi’r gweithredu; a gweithio gydag awdurdodau lleol i nodi’r strategaethau trefnu ysgolion a rheoli asedau hynny sy’n cyfrannu yn y modd mwyaf cadarnhaol at ddeilliannau ar gyfer dysgwyr a hyrwyddo eu defnydd ar draws yr holl gonsortia awdurdodau lleol.

Argymhellion Recommendations Dylai awdurdodau lleol a chonsortia awdurdodau lleol: gwella defnydd swyddogion o’r holl ddata sydd ar gael i ysgogi datblygiadau strategol ac arfarnu eu heffaith, gan ddefnyddio her o drefniadau craffu’r awdurdod; a   chydweithio o fewn y consortia i hyrwyddo arfer dda, yn enwedig mewn perthynas â nodi a gweithredu i fynd i’r afael â thanberfformio. Local authorities and local authority consortia should: improve officers’ use of all available data to drive strategic developments and evaluate their impact, using challenge from the authority’s scrutiny arrangements; and work collaboratively within consortia to promote good practice, particularly in relation to identifying and implementing action to address underperformance.
