INTRODUCTION ILO Conventions establish a balanced approach between law enforcement and prevention On undeclared work, this balance is quite more delicate

SANCTIONS The imposition of penalties against employers who use undeclared workers is always controversial and the effectiveness of the sanctions is limited

SANCTIONS European Directive 2009/52 of 19 of June for minimum standards on sanctions and measures against employers of illegally staying third-country nationals

PREVENTIVE MEASURES Awareness raising campaigns, information brochures, partnership agreements, other incentives Legalization programs
