Division of Career and College Readiness Career and Technical Education Preparing students for the workforce and postsecondary study. Division of Career and College Readiness Leadership Development Fostering the growth of effective leaders. Three Branches with One Purpose: To establish a foundation for students to engage in challenging academic and technical education that will allow for success in postsecondary study and careers. School Improvement Raising the quality of education.

Timeline for the CTE Four-Year State Plan 4. October - November 2019: 30-day public comment period on the full plan and facilitation of four public hearings. 6. January – February 2019: Submit the plan to the Governor for 30-day review. August 2019: Stakeholders provide input at state plan meeting. 2. August - October 2019: 60-day comment period on accountability section of state plan. 5. December 3, 2019: Present plan to the State Board of Education for feedback. Revisions made based on Board feedback. 7. February 2020: Modify plan based on Governor’s review. 8. March 2020: Submit State Plan to the U.S. Department of Education. 3. September – November 2019: In-person, small group meetings with stakeholders to get input and build constituency.

Draft Size Definition Components Minimum Funding Allocation Secondary - $15,000 Postsecondary - $50,000 Minimum Number of Credits Secondary – 4 Postsecondary - 12 Minimum Number of Students Enrolled Minimum Number of State Approved CTE Programs of Study (POS) Secondary – 2 Postsecondary – 2 Adequate Facilities, Equipment, and Staff Must ensure availability meet requirements for each program of study Draft Size Definition Components

Draft Scope Definition Components Student Opportunity All student groups, including all special populations, have equitable access to high-quality CTE programs. Students in POS must have a Written Graduation/Career Pathway Plan. Curricula Content Align to state and/or national standards. Address academic, technical knowledge and employability skills. Demonstrate a continuum of learning that allow students to progress in a career field. Meet the needs of diverse learners. Draft Scope Definition Components Program of Study (POS) Utility Guided by Local Advisory Councils and Program Advisory Committees. Align to high-skill, high-wage, or in-demand careers. Links across learning levels with multiple entry and exit points with industry recognized skill attainment.

Draft Quality Definition Components Recipients achieve local targets Secondary programs of study are delivered by high-quality teachers Meet State requirements Earn an minimum of “effective” on teacher evaluation Postsecondary POS are delivered by high-quality faculty Meet requirements of Maryland Higher Education Commission (MHEC) and institution/program accrediting bodies. Demonstrates need for program of study with compelling labor market data and economic projections Professional learning opportunities informed by data provided to administrators, teachers, faculty and support personnel

Draft Quality Definition Components Continued Availability of opportunities in POS for students to obtain recognized postsecondary credential, articulated or transcripted credit, or career-based learning experience. Availability of opportunities in POS for students to participate in aligned Career and Technical Student Organizations. POS Adheres to CTE Development Standards in Code of Maryland Regulations and meets and maintains Maryland State Department of Education and MHEC approval requirements. Recipients Meet all Annual Data Reporting and Performance Review Requirements.
