VR’s Role in WIOA: Increased Opportunity and Access to Employment

WIOA: Why? VR is effective. VR is federally funded. Youth who do not work during high school are less likely to be working after high school High schools: consensus that help is needed Reducing SSI/SSDI: consensus for diversion Sub-minimum wage: consensus for diversion Supported employment: help is needed

WIOA: Increased Opportunity High school students with disabilities Youth with disabilities Adults with disabilities Individuals working in sheltered workshops

WIOA: Increased Access 15% of VR funding designated for students with disabilities More Emphasis on Customized Employment and Supported Employment VR’s role with Supported Employment follow up is expanded from 18 months to 24

State Rehabilitation Councils Have a QUESTION….

How will we preserve the Quality people with significant disabilities need and deserve as the law increases Quantity in time and numbers?

Three Choices 1. Increase federal/state funding and staff positions to work with students and adults for longer periods of time. 2. Gain public acceptance for a wait list for VR services so VR agencies do not resort to cutting out services, which usually impacts those with the most significant disabilities.
