What is “Real ID?”

Passed by Congress in 2005, The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards

When Will I Need To Change How I Travel Domestically? Review how your state’s government works. Just because you hear something you like that another state does at their program, you should not do the same thing unless it follows what your state does in real life. Nebraska has a unicameral chamber legislative body. No other state should try this because it is unique to Nebraska. Don’t elect a Lt. Governor if your state has that as an appointed office. Stay true to what happens in your state. Keep up with any changes. For example, Indiana changed the Superintendent of Public Instruction from an elected position to an appointed position. I know that in a few years, we have to make that change at HGS. That will change the time frame in our convention proceedings and our daily schedule. Getting your senators ready for Girls Nation doesn’t mean changing your Girls State program to what happens at the federal level. That will ruin your Girls State program. I feel strongly that there should be adult input/control in the Girls Nation senator selection process. You don’t want to send a girl due to a popularity vote or a sympathy vote.

Starting January 22, 2018, passengers who have driver's licenses issued by a state that is not yet compliant with REAL ID and that has not received an extension will need to show an alternative form of acceptable identification for domestic air travel. Please see TSA's website for a list of acceptable forms of identification. Passengers who have licenses issued by a state that is compliant or that has an extension to become compliant with REAL ID requirements may continue to use their licenses as usual. Don’t wait until the week of your session to open the packets. Different states announce who their senators are at different times during the week. Plan to spend at least an hour with your 2 girls going over the packets and answering questions. Don’t be surprised if it takes longer. Be specific about your expectations about getting approval prior to submitting legislation. Do you require that they run for a position? Even though we try to get the best girls, once in a while, we get a stinker. I know, Indiana had one! She did well during the week at Girls State and had a really great interview. We thought she would be wonderful. Surprise! She was not cooperative, didn’t bother to vote, and during the visit to the White House grabbed either the Boys Nation VP or President and put him in a lip-lock. We were mortified! Now, I tell them to be cooperative, participate fully, and remember that they are representing themselves, their school, the ladies in the unit that sponsored them to Girls State, and our department. We expect them to behave. Talk with the parents. Their first thought is, “How much is this going to cost?” I try to calm that fear right away. The other parent worry seems to be the travel situation. I explain that they will be met at the airport and taken by bus to the 4-H Center. Show the girls the different forms.

Will Minors Need To Have Drivers License to Travel Domestically? Please be emphatic about meeting the deadlines. You contacting the girls after your session is important. You can get a feel if they are working together. If you suspect difficulties, remind them that you expect them to cooperate and compromise.

TSA does not require children under 18 to provide identification when traveling with a companion within the United States. The companion will need acceptable identification. Federal vs state issues can be tricky. We had 2 attorneys on the government staff one year. They had to do some research. If we see that they are submitting an issue that is a state issue, we tell them. Sometimes they want it to become a federal issue and insist on keeping it. We make suggestions, not demands. Sometimes they learn the hard way when the legislation is killed in committee. Point out that not all state legislatures use the same system of parliamentary procedure. Mason’s and Robert’s are the 2 most popular. The US senate uses a system introduced by Thomas Jefferson in the early 1800’s. We use Robert’s. The main motions are worded very similarly. We don’t have time to do much procedural maneuvering. The girls want to see their legislation come up for debate, and see if it passes.

Is A Passport The Only Option If Your State Is Not Compliant? Sometimes the girls get into a stand off about what legislation to submit. This is when your approval is helpful. We explain what happens. Both go to the bottom of the docket. Format directions are very detailed. The department requiring approval is not such a bad idea. Recently, we saw a piece of legislation that was definitely questionable. The girls thought it would be funny. It was something that might have been realistic in the early 1800’s. Today, it would be seen as more of a diplomatic act of aggression. Along the same line, we shouldn’t get too invested in having the girls submit a piece of legislation that is of special interest to us. We should try to allow them to find their own voices and express them appropriately.

All states are given the same number of days. If the girls don’t submit the first draft on time, we start contacting them. We have discovered problems using this method. One state had lots of confusion at the end of the session and the senators didn’t receive the packets. They didn’t realize they were supposed to be submitting legislation and showing up with black skirts and shoes! Contacting them when past due alerted us to a big problem which was then resolved. If the legislation is approved as it comes in, the girls might only get 1 o 2 confirmation e-mails. If suggestions are made for improvement, there could be several communications exchanged. It has been over 500 e-mails the past couple of years.

What Happens to Travelers Who Show Up Without A Compliant License? Will TSA Turn Them Away? We change Boomers/Sooners, Whigs/Tories, People’s Party, Populist Party to even up the Nats/Feds. The girls may not be in the same party as at Girls State.

Yes Starting January 22, 2018, travelers who do not have a license from a compliant state or a state that has been granted an extension (a complete list of non-compliant states/ territories can be found here) will be asked to provide alternate acceptable identification. If the traveler cannot provide an acceptable form of identification, they will not be permitted through the security checkpoint.
