Reorganize some text so that relevant discussion is not spread out in multiple places Update figures and text around citations Include the first several recommendations; there should many more in the future

Next steps Respond to remaining reviewer comments Add text describing protocol specifics for IPv6 uses of multicast Add more recommendations Consider possible resolutions for discussion items in section 8 WGLC?
