Johnson was sworn in as President aboard Air Force One, the Presidential Airplane. When Johnson assumes the presidency, he declares a “War on Poverty.”

Johnson Domestic Policy Issues: Volunteers in Service to America (VISTA) A “domestic Peace Corps” program aiding poor citizens in rural and impoverished areas

Provided vocational training for high school dropouts Job Corps Provided vocational training for high school dropouts

Head Start Provided education for preschoolers from low-income families

Medicare and Medicaid 1965 Amendments to Social Security Act that provided health insurance and some types of health care to those over age 65. Medicaid provided states with funds to help the needy, who were not covered by Medicare.

Immigration and Nationality Act 1965 Immigration Legislation ended quotas based on national origin. This opened a new wave of immigration from Asia and Latin America, which has had a profound impact on the culture of the US today.

Elementary and Secondary Education Acts 1965 Aid to Education based upon the number of needy students enrolled. Funding for Higher Education 1965 Provided federal funds to aid education, with the greatest share going to school districts with large numbers of students from low-income families. Sections of the bill required schools accepting the money to be integrated.

Department of Housing and Urban Development (HUD) Cabinet post to oversee federal efforts to improve housing and aid economic development of cities. The Secretary of this department, Robert C. Weaver, was the first black cabinet head. Funding for Public Housing from the federal government helped low-income families afford housing.

Crime Prevention programs are created to “take a bite out of crime” in urban areas.

Department of Transportation Created to oversee highway, rail and air issues.

Office of Economic Opportunity 1964 Directing agency of War on Poverty – included Project Head Start Project Upward Bound Job Corps

War Protests College campuses became epicenters of political protest against the war. There were sit-ins, demonstrations, rallies, draft card burnings as well as many organizations formed to protest the war.

The Counterculture of the 1960s It became more and more popular for youth during this time to rebel against the “establishment.” Youth began to “Question Authority” and the status quo. Hippies flocked to urban centers and threw off the conformity of the previous decade. This is the beginning of the “generation gap.”

LBJ and Civil Rights Issues 24th Amendment Abolished the poll tax in federal elections. Voters could no longer be charged a tax to vote.

Protection of voting rights for all Americans Civil Rights Act of 1964 LBJ recognized the urgency required in pushing forward the civil rights legislation. He worked tirelessly for the passage of the bill. It was the most sweeping civil rights law in American History. It included: Protection of voting rights for all Americans Opening of all public facilities to people of every race (restaurants, hospitals, restrooms, stores, hotels etc.) A commission to protect job opportunities for all Americans

LBJ -Environmental and Conservation Issues Clear Air Act Set federal emission standards for new cars produced by American manufacturers. National Traffic and Motor Vehicle Safety Act 1966 Set safety standards for cars and highways. At this time Congress created the Dept. of Transportation. Highway Beautification Act

Water Quality Control Act 1965 National Environmental Policy Act 1969 Required States to establish and enforce water quality standards for interstate lakes and rivers. Set tone for - National Environmental Policy Act 1969 Protection of the environment made a national policy.

Environmental Protection Agency (EPA) 1970 Created to enforce federal law against pollution.

The “Johnson Treatment “ enabled LBJ to get great amounts of legislation passed.
