Technical and Operational Centre for Joint Command and Control Laboratory Ladies and gentlemen, I’m LTC Frederic FLOREK, chief of the Technical and Operational Centre for Joint Command and Control Laboratory and head of the French delegation composed of lieutenant Gwenaëlle COME and Sergeant Lucas Françoise. There are both from the centre ‘s technical cell. I’m the successor of COL CAZENAVE-LAVIE who you have met previously. Joint Technical and Operational Centre TRAIN PLAN EXPERIMENT The French Technical and Operational Centre for Joint Command and Control Laboratory is located in Paris. It is in a central location close to main HQs and OPS centre. As missions are concerned, The centre is to: TRAIN: it conducts collective training for HQs at the operative level, and improves the effectiveness of our training. PLAN: it participates in planning the French armed forces’ future operational commitments by testing outcomes of different scenarios (for example, last year we validated Non-combatant Evacuation Operations (NEO) in two different countries). EXPERIMENT: it uses simulation to validate new C2 tools. The transformation of the centre, and its new name, has brought on new missions. Experimental work and development of new capabilities is the centre’s main priority today. We have the advantages of having dedicated infrastructure with two modular command centres with specific equipment and network architecture.

Joint Technical and Operational Centre 5 officers 13 NCOs 2 civilians CTO-IA C2 Laboratory Technical Cell M & S Cell Our centre is a small sized centre with around 20 personnel. It is composed of 3 cells which reflect our main missions: A technical cell: to set up simulation networks and interconnection with our national and NATO C2 systems, A modelling and simulation cell to conduct CAX at joint and operative level, A C2 Laboratory: to conduct exploratory work in the field of C2 and decision making tools.

Main exercices – CITADEL BONUS /GUIBERT Army Corps level exercise Over the past year, the centre has supported 3 main exercises. Citadel BONUS held in November 18 Citadel GUIBERT held in March 19 And Coalition in April 19 BONUS and GUIBERT exercises are NATO Command Post Exercise held bi-annually in Mourmelon (France) and Bydgoszcz (Poland) to train the French Rapid Reaction Corps. It gathers around 1 700 soldiers from NATO countries. This exercise is especially designed for the joint level to test interoperability and experiment new C2 structures and tools. JTLS CAX operators are dispatched in all different cells and LOCONs. So far JTLS fulfils all our needs. test interoperability experiment new C2 structures and tools

Main exercices – COALITION a 2 sided Multi level CAX Coalition is an annual exercise to the benefit of the French War College. It’s a 2 sided Multi level CAX where both the BLUE FORCE and the RED FORCE are training audiences. The main feature of this exercise is that the political, strategic, joint and tactical levels are played simultaneously. Diplomatic and political level are played by students of top French Politics and International Relations Universities. For example, the UN security council is played by the future French ambassadors. Strategic level with the participation of the French Centre of Higher Military Studies. Joint and tactical level with the participation of the French war college which is the main training audience. Medias and NGOs are also among players. So far JTLS fulfils all our needs for this training event. to the benefit of French War College
