Valenzuela City Experience : I was an area leader for TUCP-Informal Sector Coalition of the Phils. project on “People’s Efficiency and Transparency (PEAT) Campaign”, of which, one of the objectives is to streamline service procedures in government offices, among others, by applying RA 6713 otherwise known as “Code of Conduct and Ethical Standards for Elected and Appointed Officials”. Cities and national government agencies were piloted. And one of them was my city, Valenzuela. The learnings from this project were advocated later to be incorporated into the “Anti-Red Tape Law” and “BMBE Law”. Output: 1. The City installed “One Stop Shop Business Registration” in 2004 by virtue of DILG Memo Circular No. 2003-69 to streamline procedures of the Business Permit and Licensing Office in according to the RA 9178 or the Barangay Micro-Business Enterprise Act of 2002.
