Project Provides Early Public Benefits Phase 1 operational by February 2023 Project can borrow water from applicants to begin providing public benefits as soon as it is operational in 2023 Project completed by 2025

Impact of Potential Funding Allocations to Kern Fan Project Proposed Cost Allocation WSIP Funding Applicant Cost-Share Applicant Percent Cost Share Impact to Kern Fan Project Preferred Approach: Largest Request Absorbs Shortfall $85.66 $85.67 50% None Proportionate to Funding Request $74.53 $97.80 56% Significant impacts to rate payers MCED Assigned by Application Score $62.70 $108.63 63% Substantial impacts to rate payers 50:25:25 Distribution $49.10 $122.23 71% Serious impacts to rate payers All values in $ millions

Benefits of Preferred Approach to Allocate Shortfall Fully fund smaller projects and allocate shortfall to largest funding request Smaller projects can be operational and deliver public benefits sooner If any higher ranked projects fail to progress and unused funding becomes available in the future it could be allocated to largest project Other potential approaches Rate impacts to applicant Smaller projects may not be able to benefit from possible future WSIP funding due to timing and scale
