Second Continental Congress 2nd C.C. met in Philadelphia on May 10, 1775. John Hancock was elected President of the 12-colony Congress. June 1775: Vote to form Continental Army out of militia units George Washington named commanding General July 1775: Congress draws up the Olive Branch Petition. Politely asking King George III to intercede with Parliament for a cause of peace Also a profession of loyalty to the crown
