When A Community Wins Small Wins Are Big Wins! Victor Gonzalez, CEcD Economic Development Director vgonzalez@sahuaritaaz.gov Many factors are involved in the process to win a project for a community, of which the approach for a smaller rural community is different. What’s also substantially different is the types of projects and what is considered a win. Comes downs to three questions: Realistic—does it reflect our economic development landscape Attainable—can we achieve success with our current economic development landscape Sustainable—can we maintain success with our current economic development landscape

BizEDGE (Energize; Develop; Grow; Excel) & BizLAUNCH Small Business Development Background: Establish a focus on connecting businesses with the available resources for the purpose of improving the overall business climate and economic health of the community. Goal: GOAL #1: ESTABLISH BEST PRACTICES GOAL #2: ADDRESS SPECIFIC NEEDS FOR PARTICIPATING BUSINESSES GOAL #3: VESTED PROGRAM (QUALITY NOT QUATITY) Program Partners: Small Business Development Center AZ Center for Innovation Accion (non-profit micro-lender) Freeport McMoRan Sierrita Mine Operations and Freeport McMoRan Foundation Town of Sahuarita ADDITIONAL BACKGROUND: Past and current business surveys; trial (not error), re-trial—all of which provides an understanding of how to address the needs of the business community. IMPORTANT: A multi-point assistance program that addresses a critical stage in the life-cycle of the business

Sahuarita Advanced Manufacturing & Technology Center Employment Centers Background: In December 2015, Freeport McMoRan officials announced 1,000 jobs would be impacted. The Deal: NOV. 2015: TOS worked EDA to determine the feasibility of SAMTEC (Pre-Application) NOV. 2016: Full application (formal submittal) of funding request to EDA ($3.0 million) JAN. 2017: Town Council commits $1.025 million to meet the EDA grant match. MAY 2017: Town Council approves the purchase of 3.75 acres for the project site. JUNE 2017: Notification of Award $3MM by EDA to the Town of Sahuarita. WHAT IT IS A 32,000 multi-tenant center that will provide flexible space for the purpose of growing small business innovation and technologies in Sahuarita. BY THE NUMBERS 75 FTEs; $75,000 Average Salary; $4.4 million in direct labor payroll; 3 Tenant Companies GOAL: (Sahuarita Blueprint For Economic Growth) Invest In and Strengthen Present and Future Employment and Business Centers. NOTE: In 2014, Freeport McMoRan’s Sierrita Mine generated an estimated $255 million in economic benefits for Pima County and approximately $337.5 million for Arizona) Funding: Arizona Commerce Authority = $250,000 Freeport McMoRan Foundation = $320,000 Economic Development Administration = $ 3.0 Million Town of Sahuarita = $2.3 Million

Sahuarita Economic Opportunity Program Public Investment Background: Performance oriented incentive programs have become an important tool to improving a community’s competitiveness and encouraging private sector investment in a location that would not otherwise occur. Goal: Is to induce economic development and business investment activity in order to capture industry sector and market opportunities, address an economic challenge and/or provide a community amenity and service that furthers the economic vibrancy. PRIORITY #1: Economic Diversification PRIORITY #3: Human Capital PRIORITY #2: Critical Infrastructure PRIORITY #4: Location BACKGROUND: When used properly the incentive tool program can help advance a community economically in the form of new wealth generated from capital investment and expenditures, job creation, business attraction and expansion, new public infrastructure and improvements to existing and new transportation systems. OVERVIEW: provide a framework with identified priorities and criteria for determining the eligibility of a project for economic development assistance in the form of a performance oriented incentive Measure By: Economic Output Return On Incentive (Investment) Qualitative Impact
