Skills vs Leadership CDE’s Skills is offered only at the state level. Winning team goes to the Nationals. There are team portions and individual portions of the contests. Leadership contests begin at the sub-district level. Top 2 advance to Districts. Top 2 at districts advances to State. Top at state advances to Nationals.
