MSFD PoMs workshop on CEA/CBA April 1, 2014 Exchange of best practices for cost-effective marine measures including guidance for financing opportunities under the EMFF 2014-2020 MSCG 12 May 2014 Brussels

Wrap up – Conclusions of the workshop (1) On existing measures, the Commission gave clear indication that these measures - don’t need to be reported again if reported elsewhere (link should be given - are included in the baseline and expected effect of already implemented legislation delivers the baseline (if baseline includes future scenario) The baseline scenario (including future scenario) should have been clearly reported in the Initial Assessment– gap analysis as starting point for economic analysis

Wrap up – Conclusions of the workshop (2) If no quantified target, CEA/CBA can still be done. Environmental effects: in time, monitoring will provide evaluation of “extent of success” of (sets of) measures (adaptive management) Good practices were presented during the workshop, indicating that a pragmatic approach, stakeholder consultation & integration in decision-making are key to the success of a good Programme of Measures. CBA does not necessarily have to be fully monetized, examples have been given during the day on semi-quantitative and qualitative approaches.

Wrap up – Conclusions of the workshop (3) The table linking category of measures with CEA/CBA requirement was further discussed at the WG ESA meeting, including the revision of the step-wise approach It was still not fully clear by some of the participants what the different functionalities are in terms of applying this. It was agreed that there is a flexible approach of application by the Member States, depending on the MS decision-making process and stakeholder involvement process, but that the guidance, to be developed further by ARCADIS in collaboration with WG ESA, should present some good practices on application.
