Ireland’s Offshore Wind New Horizons: Ireland’s Offshore Wind Dr. David Connolly, CEO, IWEA 12th September 2019

IWEA Represents ~90% of Wind Energy in Ireland Members across existing assets, development & supply chain for onshore & offshore: Wind farm developers Asset owners Supply Chain: Turbine manufacturers Construction companies Supply companies Accountants Insurance Consultancy Legal firms Banks We now have over 250 members across the island and across Europe, including developers manufacturers component suppliers, finance and insurance companies and consultants. This combined strength makes IWEA Irelands largest and most powerful energy network.

REQUIRES At Least 3.5 GW of Offshore Wind energy by 2030 2030: A Game Changer REQUIRES At Least 3.5 GW of Offshore Wind energy by 2030 The publication of the CAP and the timelines and ambitions within it (1 GW of offshore by 2025, 3.5 GW by 2030) is strongly welcomed. We now need to make sure we start delivering as per the CAP timelines to provide confidence in the offshore industry in Ireland, and we look forward to seeing the first actions (with respect to connections for legacy projects) delivered in Q4 2019.

Rapidly Falling Prices How Can We Work Together to Deliver the Benefits of Offshore Wind in Ireland? Huge Potential Rapidly Falling Prices

>10,000 MW of Offshore in Pipeline in Ireland

Offshore Turbine Technology Rapidly Improving >8 MW MW Available Today 12 MW Available Soon

Offshore Wind Prices Falling Rapidly once Industry is Established Prices Dropping in Other Auctions

Critical to 3500 MW of Offshore by 2030 Time Policy Alignment Supply Chain

2030 is Very Close for a New Offshore Project: Need to Reduce this Timeline! Estimated Timeline to 2030 for a New Offshore Project FEASIBILITY GRID OFFER & ROUTE TO MARKET (RESS) 2019 2020 2021 2022 2023 2024 2025 2026 2027 2028 2029 2030 CONSENTING CONSTRUCTION NOTE: These timelines are very UNCERTAIN as many factors are still unknow e.g. MAFA, EirGrid’s role in grid consent, etc.

Policy Alignment for Offshore Wind in the Climate Action Plan? Legacy Projects – Vital for 2025 Enduring Projects – Vital for 2030 Transition Protocol for Consenting by Q4 2019 Grid Offer by Q2 2020, must accept by Q4 2021, Developer Led RESS by Q2 2021 Consenting Regime by Q4 2020 (final step is NMPF) RESS in Q3 2022 & in Q3 2024 Grid Offer +8 Months, EirGrid Led These issues make up the Main Agenda Items for the IWEA Offshore conference Legacy projects will be ready for a RESS auction in Q2 2021, and can deliver by 2025, but only if they construct under existing consents and foreshore acts.

Supply Chain is Critical Competing on a global market Vital that Ireland gets started as soon as possible to attract the supply chain A top priority for IWEA to kickstart the industry Engaging with Irish ports to ensure they are ready Work underway by IWEA on the supply chain to identify: Needs Opportunities Gaps Policies required Need to move quickly, given that we are competing against other jurisdictions with more mature markets.
