Senate Bill 3546 To establish the National Center for Strategic Communications to advise the President regarding public diplomacy and international broadcasting to promote democracy and human rights, and for other purposes. Terminate Under Secretary of Public Diplomacy under the State Department. Terminate Broadcasting Board of Governors. Create the National Center for Strategic Communications (NCSC). Transfer all public diplomacy responsibilities over from the State Department to the autonomous NCSC.

Director of Strategic Communications Deputy Dir of SC Director of Strategic Communications SC Board Appointed by Secretary of State, Secretary of Defense, Joint Chiefs of Staff, Secretary of Commerce, Secretary of the Treasury, Director of National Intelligence, and Agency for International Development. Assistant Director of SC Corps. (Embassy) Assistant Director of Information Operations (Broadcasting) Assistant Director of Global Networks (Education and Culture Grants) International Broadcasting Bureau (Same function as before but brought in under ADIO oversight.) Must now contain a representative from State, Defense and NIA. This now has a representative from Radio Free Asia, Radio Free Europe/Radio Liberty, Incorporated, the Office of Cuba Broadcasting, the Voice of America and Worldnet. SC Officers (formerly Foreign Service Officers)

What does this mean? Public Diplomacy taken out of the State Department and effectively puts it in contact with State, Defense, Commerce and Treasury. Public Affairs is still a part of the State Department. (Not sure how this will work?) PSYOP and PD operations now effectively linked under the same “house”. USPD is broken up into three different jobs and gives them clear responsibilities.
