Reasons for Development Restrictions Development restrictions are needed to protect the public from harm Municipal Code and the County’s Hercules Area Master Plan (Nov, 1987) adopted based on recommendations of a Citizen’s Committee and independent consultant hired by the County (Jack Reed of Sandia National Laboratory) Relevant operations today with possible consequences to areas north of Bacchus are the same as those performed when the County’s Hercules Area Master Plan was developed Bacchus facility has not had any major high explosive events, but explosions have occurred at other locations that use the same materials Before After Development restrictions protect public safety

Maintain Current Zoning Restrictions Zoning compatible with Northrop Grumman operations should be maintained by Magna in overpressure zones 0.5 psi overpressure zone Risk is greatest Residential development should not be allowed - “After months of study and hearing the study was completed and the planning commission adopted the following recommendations: 1. The 0.5 overpressure line provided by Hercules be adopted as the limit of residential construction. No subdivisions or homes be allowed closer than 3470 feet from the possible origin of an accidental explosion.” [Hercules Area Master Plan (Nov, 1987) page 2] 0.3 psi and 0.2 psi overpressure zones Risk of damage/injury also exists High density development should be limited Residential development close to Bacchus facility presents potential hazards

Additional Zoning Recommendations Zoning compatible with Northrop Grumman operations should be maintained by Magna in overpressure zones Additional Recommendations 0.5 psi - Industrial/Agricultural zoning uses only - no residential, high frequency foot traffic (e.g. retail/shopping like), tall structures (no more than 2 floors above grade). 0.3 psi - no high density residential/retail, high frequency foot traffic, tall structures (no more than 3 floors above grade) (e.g. apartments, townhomes, hotels, schools, or retail) 0.2 psi – ordnance build restrictions remain in place High Density development close to Bacchus facility presents potential hazards

Summary Bacchus facility is important to our company, our community, and our country Development restrictions in the 0.2, 0.3, and 0.5 psi overpressure zones were established 30 years ago to protect the public The same safety risks exist today Increased residential development and other high frequency uses will inhibit our ability to operate as we have for decades and as we plan to operate for decades to come Appropriate development restrictions will keep Magna residents safe and enable the Bacchus facility to continue supporting our national defense.
