Army ROTC commissions ~2K officers per year into the Reserve Component; AF ROTC is authorized to do so in very small numbers (~30), but rarely uses ROTC for Reserve Commissions. Naval ROTC only commissions Active Duty Sailors and Marines. ROTC: 5500/ year (35%) MSAs: 3,000 / year (17%) OCS: 3,700/year (20%) Direct Commissioning: 3,000/year (17%) Enlisted Commissioning Programs: 2,000/year (11%)

Dominance of Top Producers (Quartile Performance) FOR OFFICIAL USE ONLY Dominance of Top Producers (Quartile Performance) The top 25% of ROTC Host Units account for the bulk of commissions. AROTC AFROTC NROTC DoD Percentage of ROTC Commissions ROTC Units’ Order of Merit Based On Production For AROTC and AFROTC, the top Quartile produces more than the next two Quartiles combined. This disproportionate production is evident even within the Top Quartile, where the top 5% of Host Units produce 25% of all AROTC and AFROTC commissions. NROTC’s top 5% of units produce 13% of total production.
