- transition management is like undertaking the process of INTEGRATED COASTAL MANAGEMENT - every turn of the corkscrew should result in the transformation of all the players, where they have acquired greater capacity than before - every stakeholder moves together towards achieving the ultimate target
what happens at each turn of the screw?
TRANSFORMING THE AWGNCB post-2020 new agenda item on updates in NBSAP implementation in subsequent AWGNCB agenda post-2020 AMS to provide updates annually on the challenges faced in NBSAP implementation; how are they doing in achieving the agreed targets AMS to identify further collaborative actions (esp. in mainstreaming biodiversity to other sectors) to facilitate achievement of targets AWGNCB to provide guidance on how facilitative actions may proceed; keep focus on implementing ASPEN for the particular period
TRANSFORMING THE VARIOUS WORKING GROUPS IN ASEAN post-2020 ASEAN action is clustered in three communities or pillars : political- security, economic and socio-cultural the challenge is how to make the various pillars coordinate their efforts there is at the moment the Coordinating Committee of the Socio- Cultural Community or SOC-COM SOC-COM can be the starting point in identifying common areas to achieve transformative change/transition management in ASEAN
EXAMPLE : BACKCASTING THE VISION STRATEGIC VISION for 2050 maintain 25% intact terrestrial ecosystems (10% marine ecosystems) in this 25%, what % of trees and forests are in agricultural areas TACTICAL (this is the post2020 Co-Chair's phased approach) ASPEN 2021-2015 - 15-18% (2.6-5%) ASPEN 2025-2030 - 18-20% (5-7%) ASPEN 2031-2040 - 21-23% (7-8%) ASPEN 2041-2050 - 24-25% (9-10%) these targets must also be expressed in similar strategic plans of SOM-AMAF and its working groups OPERATIONAL NBSAP implementation at the level of the AMS
- Living in Harmony with Nature VISION for 2050 - Living in Harmony with Nature There has to be a % goal on maintaining ecosystem integrity, with a clear set of spatial indicators for trees and forests in agricultural areas This is to be achieved by the mainstreaming of biodiversity in identified sectors such as agriculture In parallel with these efforts, ASEAN as a region will likewise take steps to transform how its transboundary cooperation is carried out
