SUSTAINABLE WATER AND ENERGY FOR MUNICIPALITIES ILANGABI INFRASTRUCTURE SOLUTIONS AFRICA

Project Goals To emphasize the use of sustainable utilities. To draw from professional capabilities of our team in order to achieve the goals for Zimbabwe Municipalities. Begin with providing reticulated ground water, recycle solutions and solar energy on all available sites. Secure project finance and appropriate structures to enhance the goals of Municipalities.

Description Provide reticulated ground water solution and solar energy within the existing operational budget. Use all available municipal roof space and land for energy to maximise the return on investment for Municipalities. Use all available sourcing of harvested, recycled and borehole water to reticulate to designated areas. Finance the project using existing operational budgets and guarantees from Treasury.

Procedures Ilangabi will work with the Municipalities instead of for the Municipalities. The PPP will control project deliverables. Once funding loan is settled, ownership of the PPP will revert to comply with the Municipalities mandates. Insurance on the risks will be included on a shared risk basis. External consultants will sign off all installations to comply with audit requirements.

Proposed Financing Structure Straight loan to the PPP supported by a guarantee from Treasury The loan will support cost of the systems Each operating entity of the Municipality signs a Utility Usage Agreement (Rental) This rental will be linked to municipal consumption and current tariffs The operating municipality pays the rental to the PPP who in turn pays the loan The capital cost will contain the full project cost The loan will be in US$ at a rate managed within the rental profile

Current Status Major water projects have commenced but rollout has been restricted by a lack of funding Ground water and rural solutions are on hold. This project would solve the problem Not all residents pay for their utility usage as it is circumstance driven

Next Steps Obtain approval for the guarantee to secure funding Discuss any issues Term Sheet Discuss and agree the term sheet Appoint independent auditors to control distributions (gate keeper) Final Budget and Structure Approve final designs and costing Approve rental process and insurance Post-mortem Draft SLA’s for each site installation to continue uninterrupted operations
