Likely to be supported by the Council Integrated use of funds Broad possibilities of using funds, e.g. access to quality public services Simplification, e.g. simplified cost options Territorial targeting at sub-regional level

Should be supported by the Parliament Minimum share for ESF Minimum share for social inclusion Adoption of strategies as ex-ante conditionalities National Roma integration strategies among ex-ante conditionalities for social inclusion Institutional guarantees for anti-discrimination ESF to be used for promoting equal opportunities with specific actions ESF to be used for capacity building of partners

Could be added by the Parliament Implementation of strategies as explicit ex-ante conditionalities Roma inclusion among ex-ante conditionalities also for education, employment, health and public administration „…there is also a need for new regulations on the allocation of the Structural Funds to set conditionality concerning the elimination of segregation and the assurance of equal access of the Roma to public services…” Stronger institutional guarantees for equal opportunities and anti-discrimination
