CSA Medical gas Standard Registration, Installation & Inspection & Testing Requirements

CSAZ7396.1 Medical Gas Standard Standard is accepted in all Provinces and Territories in Canada and referenced in the National & Provincial Building Codes Standard was written with the intent that a Medical Gas Inspection Body accredited by the Standards Council of Canada would test for all aspects of the Standard, except for pipeline pressure testing and anything that fell under the jurisdiction of CSA-B51 The intent is to have the Local Authority Having Jurisdiction ensure the pipeline and installers conform to CSA-B51 requirements

CSAZ7396.1 Medical Gas Standard As medical gas pipeline pressures range between 50-180 psi CSA-B51 mandates that the pipeline shall be registered as a pressure vessel and inspected by the authorized inspector or authority having jurisdiction Gas pressures at this level installed with copper piping can be at the risk of rupture if not installed correctly and especially if incorrect fittings are used for installation Since medical gases are installed throughout the hospitals leading to most patient rooms and operating rooms, it is critical that the piping complies with CSA-B51 in order to maintain patient and public safety

CSAZ7396.1 Pressure requirement NEEDS and Expectations All joints to be subjected to a 24-hour standing pressure test @ 150 psi or 1.5 times the maximum working pressure of the system Pipeline systems are to be registered as a pressure vessel and need to carry a P-Number All installers that complete brazing operations on gas piping, fittings and devices need to carry a Provincial Brazing Certificate All companies that engage in installations of a medical gas system or projects need to have a Provincially registered Quality Control Program All medical gas installers need to provide evidence of a valid Medical Gas License, meeting requirements of CSA Medical Gas Piping & Systems Installation Personnel Certification Program or equivalent

Provincial Enforcement Variations Identification, enforcement & recognition of Medical Gas Pipelines and systems as a “pressure vessel” vary greatly from Province to Province CSAZ7396.1 Sub Committee would like to see a more uniform approach to ensure patient and public safety The following slides are feedback from each Province, from the medical gas installation industry/contractors as per their work with the various Authority Having Jurisdiction (AHJ) representatives Consideration of the substantial differences in approach to Medical Gas systems by each of the jurisdictions on Registration, Installation and Inspection requirements are identified

NEWFOUNDLAND & lABRADOR Newfoundland & Labrador has a proactive approach pertaining to Medical Gas systems as Pressure Vessels Boiler Pressure Vessels department requires P-Numbers, Quality Control Program, Brazing Licenses and performance of on-site pressure test witnessing In addition the Province requires any companies performing medical gas installations to apply specifically for a Provincial Medical Gas Contractor License, instead of a general contractor's license Installers are required to be tested and registered with the Province and have a Brazing Log Book record of their current testing signed by the authority having jurisdiction

New Brunswick New Brunswick are very involved in Medical Gas Pipeline pressure vessel certification for systems Boiler Pressure Vessels requires P-Numbers, Quality Control Programs, Brazing Licenses and performance of on-site pressure testing witnessing In addition the Province requires any companies performing medical gas installations to apply for a Provincial Medical Gas Contractor License Installers are required to have a New Brunswick Medical Gas License

Nova Scotia Nova Scotia requires a Brazing License and a Quality Control Manual only Medical Gas Pipelines are not treated under the Boiler Vessel Act so a P-Number is not required and Pressure Tests are not witnessed by the Authority Having Jurisdiction

Prince Edward Island PEI has a Brazing & Licensing Program Witnesses Pressure Tests Does not require P-Number or Registration of Pipeline

Quebec Quebec requires a Brazing License Pipeline is required to be registered Quebec recently adopted the CSAZ7396.1 Medical Gas Standard and so they will be following its regulations once they complete their transition to the new code requirements

Ontario Ontario has a very well-run program administered by the TSSA as a third-party agency for ensuring compliance with regulations Installers are required to have a valid Brazing License Med Gas Pipelines required to be registered with a P-Number Quality Control Manual is required Pipelines are pressure tested and witnessed

Manitoba Requires Provincial Brazing License Requires a Quality Control Program Does not require P-Number Registration Does not witness Pressure Test on site

Saskatchewan The Province recently initiated the requirement for a Brazing License There is no requirement for treating Medical Gas Pipeline as a Pressure Vessel No witnessing of pressure tests No Quality Control Program required No registration of P-Number required

Alberta No requirement for Brazing License No requirement for P-Number registration No Quality Control Manual required No witness of pressure tests

British Columbia BC is not involved with Medical Gas Pipelines It is not treated as a Pressure Vessel No Brazing License is required CSA-B51 is not enforced or recognized for Medical Gas Pipelines Lack of enforcement is of concern as patient safety can be jeopardized due to unqualified Brazers using pipe & fittings not rated for the required pressures and having no understanding of the requirements for the system

Northwest Territories Does not require a Brazing License Does not require P-Number Registration Does not witness pressure test on site Does not require a Quality Control Program

Yukon Does not require a Brazing License Does not require P-Number Registration Does not witness pressure test on site Does not require a Quality Control Program

Nunavut Does not require a Brazing License Does not require P-Number Registration Does not witness pressure test on site Does not require a Quality Control Program

MEDICAL GAS CSA-B51 COMPLIANCE There are only 3 Provinces in Canada that fully comply with CSA-B51 as it pertains to Medical Gas Pipelines Medical Gas is not consistent or comparable in most jurisdictions in the Canadian compliance process for CSA-B51 Quality Control of systems The chances of a serious incident resulting from a lack of inspection of medical gas pipelines as a pressure vessel are compounded by most patient beds are adjacent to 50-180 psi pipelines Serious incidents happen years after a system has been completed as a result of poor installation techniques and improper fittings and piping and overall lack of cleanliness of material handling

MEDICAL GAS CSA-B51 COMPLIANCE Recommendations: Create an awareness for local Authorities having jurisdiction that Medical Gas Pipeline and systems falls under CSA-B51 and its requirements for identification, installation and testing/certification Identify this lack of compliance as an urgent need for public and patient safety across Canada In Provinces that choose not to inspect Medical Gas Pipelines an alternate solution should be found Ask Medical Gas Testing Agencies or private testing companies to become involved in development of a method to achieve the goal of compliance with CSA- B51 Develop a solution that can address the problems identified with a real solution for change to the way it is currently being accomplished

conclusion In the interest of the safety of the patient and the general public who use hospitals and medical facilities every day where people go to be work, are tested, operated on, cured of illnesses, or just to visit their friends, we need collectively to make these places safe for them We are ready to work with this group or its agencies or provincial jurisdictions, or whoever is needed, to elevate patient safety for Canadians, and create safer places by building a national compliance model for CSA-B51 We have discussed this with UA Canada and they have committed to helping us with this effort through their national network of specialty tradespeople towards building a better system
