Security planning and standards built on a continuous improvement model 30 security standards grouped into the following categories: Governance and Administration Entryway Screening In-custody Defendants Facilities, Alarms, and Equipment Training

Standard Governance & Administration In-custody Defendants Training YEAR 1 - FY 2018 (July 2017-June 2018) YEAR 2 – FY 2019 (July 2018-June 2019) YEAR 3 – FY 2020 (July 2019-June 2020) Governance & Administration In-custody Defendants Training Facilities & Equipment Entryway Screening

Court Hearings and Judicial Officers Level of Entry Screening 1. One or more full-time judicial officers, court proceedings occur throughout daily business hours and on a daily basis Entryway screening during courthouse business hours. e.g., business hours are 8:00 a.m. – 5:00 p.m. 2. Full-time or part-time judicial officers(s), court proceedings held 2 to 3 days a week and occur only a few hours a day (court proceedings do not occur daily throughout the week) Entryway screening during hours of court proceedings. e.g., court proceedings occur Tuesday and Wednesday 8:30 a.m. to noon. 3. Single full-time judicial officer, or part-time judicial officer(s), court proceedings occur infrequently (generally occur 1 to 2 days a week and only a few hours each day) Request for exemption from regular entryway screening standard; however, entryway screening should occur upon request of a judicial officer for high conflict or high-risk hearings.

Administrative Orders/ Code Security, Officer, and Training Authorities Supreme Court & AJC Legislation Administrative Orders/ Code Constitutional Authority in Supreme Court: Tradition of Committees which report to AJC, which advise Supreme Court Legislation: Mike will discuss recent Legislation creating CSO authority and duties; but also other legislation, such as that creating the Court Security Fund and statues defining permissible use of fore, etc. Early adoption of Standards was via AO, as will be how the Academy and CSO Officer requirements will be adopted; but, my last item to share, is that we have drafted a Code section and will begin this month (September to share it with goal of presenting to AJC in October.

ARS §12-299.10 Court Security Officers Each court may use certified court security officers to ensure the safety of judicial branch employees and facilities. A certified court security officer must be an employee of the judicial branch. The Supreme Court shall certify Court Security Officers. 2019 AZJPA

12-299.10 Court Security Officers A certified Court Security Officer, in the performance of the officer’s duties, may do all of the following: 1. With reasonable cause, detain a person on the premises for a reasonable time to contact a law enforcement officer and maintain the safety and well-being of a person who is in judicial branch facility, on judicial branch grounds or where court is convening. 2019 AZJPA

12-299.10 Court Security Officers 2. Refuse to allow a weapon or unlawful material in a judicial branch facility, on judicial branch grounds or where a court is convening. 3. Respond to threats to and emergencies involving a judicial branch employee in a judicial branch facility, on judicial branch grounds or where court is convening. 2019 AZJPA

12-299.10 Court Security Officers 4. Receive information from a law enforcement agency regarding threats to a judicial branch facility on judicial branch grounds or to a judicial branch employee. C. A certified Court Security Officer is not eligible for enrollment in the retirement plans established by Title 38, Chapter 5, Article 4, 4.1, 4.2 or 6 due solely to employment as a certified Court Security Officer. 2019 AZJPA

Court Security Officer Academy CSOA developed in fulfillment of Goal 2 of the Chief Justice Bales Strategic Agency – Developing training standards and skill development for Court Security Officers “Pilot” CSOA rolled out June, 2019 2019 AZJPA

Court Security Officer Academy CSOA core curriculum includes: Blood borne Pathogens* Cultural Awareness* Terrorism / Situational Awareness* Stress Management* Mental Illness * Denotes Computer Based Training CSOA Prerequisite 2019 AZJPA

Court Security Officer Academy CSOA core curriculum includes: Interpersonal Communications Report Writing Customer Service / Courtroom Demeanor Rule 122.1 Wanding / X-Ray (lecture & practical) 2019 AZJPA

Court Security Officer Academy CSOA core curriculum includes: Use of Force Defensive Tactics Written Examination 80% required for graduation 90-day Satisfactory On-the-Job Performance 2019 AZJPA

Court Security Officer Academy One CSOA occurring every month Registration via EventBrite 20-student capacity, first come – first served AOC covers hotel lodging (Monday – Friday) Local courts responsible for meals, travel and officer salary 2019 AZJPA

Court Security Officer Academy Annual recertification requirement fulfilled via computer based training Topic areas will include current trends, high-risk topic areas, etc. 2019 AZJPA

Court Security Officer Firearm Academy Rolling out January, 2020 4-day Course AOC covers hotel lodging (Monday – Friday) Local courts responsible for meals, travel and lodging Glock platforms only Minimum 13-capacity magazine 2019 AZJPA

Court Security Officer Firearm Academy Annual firearm recertification requirement can occur locally or at a regional course using AOC CSOA Firearm Instructor Use of NRA or other vendor certified instructors does not fulfill the CSOA requirement 2019 AZJPA
