Role of accountable executive A single identifiable person who has ultimate responsibility for carrying out the PTASP/SMS of a public transportation agency; responsibility for carrying out the TAM Plan; and control or direction over the human and capital resources needed to develop and maintain both the Agency’s PTASP, in accordance with 49 USC §5329(d) and the Agency’s TAM Plan, in accordance with 49 USC §5326. A State must draft and certify a safety plan on behalf of a small provider unless the provider opts to draft and certify their own. Regardless of who drafts the plan, the transit operator is required to carry out and implement its own Safety Plan. Transit operators must certify they have a PTASP in place meeting the requirements of the rule by 7.20.20. The PTASP must be certified through FTA’s Certification and Assurances process. Must include safety performance targets. Must be updated and certified annually.

PTASP Rule is effective July 19, 2019 At a minimum, the Safety Plan must: Designate a Chief Safety Officer; Document processes and procedures for the Agency’s Safety Management System (SMS); Create an Employee Reporting Program; Set performance targets based on measures established in FTA’s National Public Transportation Safety Plan (NSP); Address requirements and standards set forth in FTA’s Public Transportation Safety Program and the NSP; Establish a process and timeframe for conducting an annual review and update of the Safety Plan; and Be signed by the Accountable Executive AND approved by the Board of Directors or equivalent entity. The purpose of the rule is to improve public transportation safety by guiding transit agencies to more effectively and proactively manage safety risks in their systems.

Transit Safety Performance Measures Transit Agency must set initial safety performance targets by July 20, 2020 and provide them to the State and MPO with their PTASP. MPO must set initial safety performance targets by January 20, 2021. Performance targets should be appropriate to operations and environment. Successful performance targets are SMART Successful Measurable Attainable Relevant Time-bound

Performance-based planning and programming responsibilities Transit agency mpo Set annual State of Good Repair and Safety performance targets and share with the State and MPO. Update the Transit Asset Management Plan at least every four years and share with the State and MPO. Develop and certify a Public Transportation Agency Safety Plan to be reviewed and updated every year and share with the State and MPO. Provide data and annual performance reports to the State and MPO. Develop regional transit State of Good Repair and Safety performance targets with update of TIP/MTP. Make reference to Transit Agency Asset Management and Safety Plans, and Transit Agency performance targets in TIP and MTP. Link investment priorities of TIP to achieve performance targets. Include 1. a description of performance measures and performance targets assessed; 2. a system performance report and subsequent updates evaluating the condition and performance with respect to the performance targets to include the progress achieved in meeting the targets in comparison with the performance recorded in the previous report (including the baseline) in the MTP.
