VACCINATE BEFORE YOU GRADUATE INDIANA HEPATITIS B VACCINE LAW Law passed in 2004, effective 6/05-6/08 Affects 9th and 12th graders No school record audit or reporting to ISDH required No suspension of students if don’t meet the requirement An opportunity to promote Hepatitis B, other vaccines for adolescents. VBYG Indiana began with the passing of the The Hepatitis B law…cover bullet points. No teeth but much compliance

The committee is comprised of representatives from Indiana Immunization Coalition, Indiana State Department of Health, Indiana Department of Education, Kiwanis, School Nurse Association, Sanofi Pasteur, GlaxoSmithKline, Managed Health Centers and the Meningitis Foundation. Virginia developed a marketing campaign, tool kit and held a national satellite conference. Arizona used at risk students to develop an award winning marketing campaign. The first thing we looked at was what other states were doing. What was working.

VACCINATE BEFORE YOU GRADUATE INDIANA PURPOSE The purpose of the Vaccinate Before You Graduate program is to develop a statewide initiative that increases adolescent immunization coverage through education, collaboration and vaccination. We wanted to develop a statewide initiative, to bring everyone together around a program to increase adolescent immunization coverage.

VACCINATE BEFORE YOU GRADUATE INDIANA GOAL The committee’s goal was to put together a model program to share with others throughout the state. The program focused on Meningococcal, Tetanus, Hepatitis B, Varicella and Measles Mumps and Rubella. Model program focusing on ….

Just One Shot Could save a Teen’s Life…. ISDH and Dr Just One Shot Could save a Teen’s Life…..ISDH and Dr. Monroe sent this information out at the beginning of the 2006school year to students and school administrators.

VACCINATE BEFORE YOU GRADUATE INDIANA HEALTH DEPARTMENT SURVEY 66% of Health Departments participated 50% had started a Hepatitis B program for adolescents 10% had started a VBYG program 62% were collaborating with schools 84% focused the program on high schoolers We conducted a survey of local health departments to assess our progress with VBYG Indiana in the fall of 2006.

VACCINATE BEFORE YOU GRADUATE INDIANA HEALTH DEPARTMENT SURVEY School nurses did the paperwork 61% used postcards for notification 38% conducted special clinics hours 20% conducted school clinics 10% were using VBYG materials They also reported.

VACCINATE BEFORE YOU GRADUATE INDIANA VACCINE AVAILABILITY Indiana’s Governor has renewed his legislative proposal to increase Indiana’s tobacco excise fees. Increased fees are proven to reduce smoking rates and Indiana has the second highest rate of smoking. Addressing the first issue of vaccine availability. More than a dozen states are considering this legislation to assist with their uninsured population

VACCINATE BEFORE YOU GRADUATE INDIANA VACCINE AVAILABILITY The Governor asked Indiana’s State Health Commissioner, Dr. Monroe, to identify five health areas that with sustained and targeted intervention could make a difference in Indiana. Improved immunization rates is one of the five areas identified. Read slide--- very exciting.

VACCINATE BEFORE YOU GRADUATE INDIANA VACCINE AVAILABILITY Dr. Monroe convened Public Health Roundtables for each topic. The question posed to the participants of Immunization Roundtable was…. “What is our statewide strategy, what needs to be done to improve childhood vaccination rates, and what challenges does the state face with funding and distribution and education related to vaccines?” Read slide

VACCINATE BEFORE YOU GRADUATE INDIANA VACCINE AVAILABILITY Recommendation to the Governor: $11 million dollars is needed from the state to alleviate the vaccine shortages of our immunization programs in Indiana. The roundtable met twice with a committee comprised of private and public VFC programs as well as ISDH and FSSA staff.

Immunize Hoosier Children Indiana’s Immunization Challenge 22% of Hoosier children don’t receive recommended immunizations by age 2 Indiana ranks 39th nationally in immunization for 2-year-olds Proposed Solution Allocate $11M to expand the child vaccination program Saves $25 in additional health expense for every additional $1 spent on childhood immunizations The Governor’s Health Plan includes coverage for the uninsured, addressing Indiana’s dismal smoking rate and providing funding for our vaccination gap. VACCINATE BEFORE YOU GRADUATE INDIANA VACCINE AVAILABILITY ISDH evaluating vaccine ordering system to ensure timely delivery of vaccines. Another issue that has been addressed at IIC membership meetings and again at the roundtable was our state ordering system. I am happy to report that this system is being overhauled, more staff has already been added and new systems are being put in place to improve vaccine delivery.

VACCINATE BEFORE YOU GRADUATE INDIANA SCHOOL NURSE MODULE FOR CHIRP Goals: 2007 ISDH purchase School Nurse Module 2007 School Nurse Module pilot programs 2007 Freshmen records reported 2008 School Nurse Module used by all Indiana schools 2008 School nurses reviewing records of students every year. The Department of Education wanted to address the issue of school nurses using two different databases. They are the owners of much of the immunization information. Data entry by non providers has been an issue as well. We believe a compromise has been found by adding a school nurse module to CHIRP. The goal is to have all schools in Indiana using CHIRP and entering their historical records into the school nurse module.

VACCINATE BEFORE YOU GRADUATE INDIANA SCHOOL NURSE MODULE FOR CHIRP School nurses job will become much easier. School reporting could actually be done by ISDH on CHIRP.

VACCINATE BEFORE YOU GRADUATE INDIANA IIC has been collaborating with the Kiwanis since 2000. Under their Young Children Priority One they have a Shots ForTots program that is promoted within all clubs. They can assist local agencies with volunteers and money.

This is patch a club can earn by assisting their community in raising awareness and rates.

This patch has been developed specifically for VBYG programs.
