HB 1091 Updates

House Bill 1091 During the 2018 Legislative Session, the Florida Legislature passed House Bill 1091, which increases quality and accountability in the School Readiness Program. The Office of Early Learning is leading the implementation of this legislation in partnership with local early learning coalitions. The program assessment tool to be used is the Classroom Assessment Scoring System (CLASS). The CLASS assessment is recognized internationally for capturing the elements within a classroom that improve child outcomes. This assessment primarily measures the quality of classroom interactions between teachers and children. Many child care programs have already experienced this through Florida's Early Learning Performance Funding Project (ELPFP) and other quality programs

Guiding Stars of Duval Currently in Revision

Overview of Guiding Stars 4.0 Participation in Guiding Stars, Duval County’s Quality Rating and Improvement System for Providers is voluntary. Star ratings are renewed annually. Lashonda This guide pertains to all Guiding Stars providers. We no longer have a guide for centers and a separate one for family child care homes.

Guiding Stars Eligibility Criteria for Star-Rated Providers Must be licensed for at least a year Must not be on a Quality Improvement Plan with the Early Learning Coalition of Duval Must not have been on probationary status with the Early Learning Coalition of Duval during the previous 12 months Must not have been on probationary (provisionary) status with the Department of Children and Families during the previous 12 months Must not have a DCF Class violation resulting in severe injury or death of a child during the previous 24 months

Build Resilient Communities Module 1 11/19/2019 CAMPAIGN OBJECTIVES Save Lives Reduce Injuries Build Resilient Communities NATIONAL GOAL 25% reduction in home fire deaths and injuries Narrator Notes: Every year, the American Red Cross responds to nearly 64,000 disasters – the vast majority of which are home fires. And tragically, on average seven people die in home fires every day, most in homes that lack working smoke alarms. Home fires are the biggest disaster threat to Americans. That’s why the American Red Cross launched the Home Fire Campaign in 2014 which aims to reduce home fire deaths and injuries by 25 percent. A critical part of the Home Fire Campaign is Sound the Alarm, a series of year-round events where the Red Cross and its partners conduct in-home visits to provide home fire safety education and free smoke alarm installations in at-risk communities. We know that working smoke alarms cut the risk of dying in a home fire by half, and having an escape plan further improves the odds of survival.

Calculation of SR Payments 1 Calculation of SR Payments 1.Rates are compiled using the Annual Provider Update surveys submitted by providers to the Coalitions 2.Office of Early Learning takes the survey results and gives each Coalition the maximum rate that they can pay 3.The rates are separated by county and broken down by provider type and care level
