Programme for Employability Inclusion and Learning (PEIL) 2014 – 2020 PEIL is the only ESF programme in Ireland for the 2014 to 2020 period The overall budget for PEIL is €1.157bn: €544.5m each from the ESF and the Irish Government and a special allocation of €68m from the Youth Employment Initiative (YEI)

Database of Relevant Evaluation Recommendations The ESFMA has established a database of evaluation recommendations and their implementation is reviewed on at least a six-monthly basis The latest version of the database is circulated to the Programme Monitoring Committee which meet twice per annum In 2018, Fitzpatrick Associates Economic Consultants were appointed to undertake a mid-term evaluation of PEIL which incorporated evaluation of the operation of the Youth Employment Initiative (YEI). The evaluation was overseen by the Evaluation Steering Group and the final report was submitted to the European Commission in December 2018.

Functions of Steering Group In relation to the evaluations listed in the PEIL Evaluation Plan’s Programme of Evaluations: Draft the terms of reference for the evaluations. Advise on the public procurement process to be conducted. Consider and make observations to the ESF MA on the outcome of the public procurement process and the appointment a contractor(s). Attend the initial meeting with the appointed contractor(s). Examine all project deliverables against the Terms of Reference and agreed quality criteria. Consider and advise on the co-ordination of the evaluation and data access and collection. Prepare a decision for approval by the Programme Monitoring Committee in relation to the Final Evaluation Report

Other Functions of Steering Group To consider and, if it deems appropriate, give an opinion on: Evaluation needs, not covered by the PEIL Evaluation Plan, which may emerge during the implementation of the OP. Proposals by the ESF Managing Authority for amendments to the PEIL Evaluation Plan, in advance of Programme Monitoring Committee approval being sought. Requests received by the ESF Managing Authority from relevant bodies for ESF technical assistance support for evaluation activity relevant to the efficient and effective implementation of the OP. Recommendations from external evaluations of ESF co-funded activities. The term of validity of the Steering Group is the lifetime of the OP.
