Langan Engineering and Environmental Services, Inc. Soil Nailed Wall at Highly Sensitive Site (Staten Island Courthouse – SI, NY) Jared M. Green, P.E. Langan Engineering and Environmental Services, Inc. 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Site Location 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Site History and Background 4 acre site – for proposed Courthouse and Parking Garage Approximately a 35 ft differential in ground elevation across the site About 20 ft across the proposed 46,930 sq-ft courthouse About 15 ft across the proposed 48,860 sq-ft garage Located at the former Marine Quarantine Hospital 1. The site is currently an asphalt paved parking lot and is located within the northeast portion of Staten Island, called the Tompkinsville area. 2. Due to the sloping topography of the site, the proposed courthouse and parking garage structures will be constructed into the slope. 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Marine Quarantine Hospital From 1799 to 1858, this quarantine hospital treated sick immigrants – taken directly from ships that entered New York Harbor 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Marine Quarantine Hospital In the late 18th Century, people were seen by physicians while their ships were anchoring in New York Harbor If they were thought to have infectious deseases, they were taken to the Marine Quarantine Hospital Some patients recovered and were discharged Others did not and were buried in a rude graveyard on the campus. This is a glimpse of immigration – long before Ellis Island (circa 1892)… http://www.ellisisland.org/genealogy/ellis_island_timeline.asp 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

They complained of the terrible odors. Neighbors of the hospital repeatedly repealed to the authorities to close hospital. They complained of the terrible odors. They complained of people in the community getting sick. 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

In 1858… The Hospital was Burned Down… …by the community! Gates were battered down Each building was emptied of the residents. Each building was then burned down. No one went to jail for the fires… Arson was defined as burning down a house… …with people in it 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

This was well documented in Staten Island’s historic documents... 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Site History and Background The history of the site became apparent after an environmental review conducted in 2000. An archaeological survey performed in 2006 resulted in the discovery of human remains in the northern corner of the site. 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018

Site History and Background The new buildings would be constructed south of the cemetery. The skeletal remains removed during the survey would be reinterred in the cemetery at the end of construction. The “Memorial Green”, park will cover the area of the cemetery. 6th Annual Statewide Structural Engineers Conference – State College , Pennsylvania – 7 June 2018
