Lift, Take-Off, and Cadet Wings Programs 2019 National Conference Cadets to Pilots: Lift, Take-Off, and Cadet Wings Programs We will be talking about all aspects of CadetInvest with a focus on the Youth Aviation Initiative programs: Lift, Take-off, and Cadet Wings. [* Gauge knowledge of audience (are they pilots, or just Cadet programs people?) ] [*Ask audience how many have heard of YAI? Cadet Wings, Lift, or Take-Off?? Guaranteed in our budget for the next five years, and hopefully will grow as we work partnerships with other organizations.

Youth Aviation Initiative CadetInvest An umbrella term - formerly scholarships Scholarships School-specific Scholarships Flight Scholarships Academic Scholarships CEAP Curry Blues Youth Aviation Initiative LIFT Take-Off Wings As shown here, CadetInvest used as an umbrella term formerly known as scholarships. (Why the name change? To encompass all types of financial assistance programs: scholarships, CAP academic, flight scholarships, and Cadet Encampment Assistance) There are various methods of financial assistance for flight training: via scholarships, and Youth Aviation Initiative programs. We will focus on the 3 YAI programs: Lift, Take-off, and Wings programs.

This “Flight Plan” much like a quick reference guide provides lots of information! From how CadetInvest can provide support through a cadet’s career, to what cadets can do to make themselves an ideal candidate (bottom) for the Cadet Wings Program. The back of the flyer has some short articles relevant to how and CadetInvest and Cadet Wings for parents, cadets, and senior members.

Youth Aviation Initiative programs Gocivilairpatrol Youth Aviation Initiative programs Gocivilairpatrol.com/YouthAviationInitiative Lift - Lifting cadets to explore aviation or Blue careers Tuition, travel, and baggage fee covered Take-Off Program - Making national flight academy affordable Cadet Wings - Flying to a Private Pilot Certification All flight training & DPE practical “check ride” covered CAP NHQ GOAL  62 PPC cadets per year Under the Youth Aviation Initiative, there are 3 programs run from the CP shop: Lift, Take-Off, and Cadet Wings. **Lift=CEAP-like Annotate one of three categories equivalent to universal standard of assessing need, can be used to purchase ticket, 1 checked bag, and pay cost of the activity **Take-Off Program- although oversubscribed we know plane ticket plus $800 is a price tag too high for most to raise their hand and apply. Can be used to purchase ticket, 1 checked bag, and pay cost of the activity (Working to increase capacity by asking the known flight academies to join team and increase capacity incrementally.) Current limitation is resourcing of 172s and CFIs willing to give up a full week to 10 days and come teach cadets. Even exploring idea of using 182s for training **Cadet Wings provides flight training up to PPC and covers cost of flight training, local charts, and FAA practical for PPC. CAP’s goal is to have 62 cadet PPC’s a year. So far we have 31…….(see next slide)

CadetInvest – Application Information Application cycle opens 01 Oct thru 31 Dec 2019 Formerly Scholarship Module now CadetInvest Cadets can apply for more than one method of financial assistance at a time Single application in eServices Scored for objective Reviewed by panel Application cycle is from 01 Oct – 31 Dec 2019. The CadetInvest eServices module allows cadets to apply for more than one type of financial assistance at a time – one stop shop! Once application submitted, and approved a cadet’s unit and wing commander, NHQ assigns an objective score (details on objective scoring is in the Cadet Wings Student Guide). Applications are then review inn objective score order by a all volunteer panel.

Cadets fill out all 7 steps of CadetInvest application and submit any supplemental documents (see CadetInvest site for details) all in one time. It is important to know what is required as part of the application package prior to starting it.

Cadet Wings: Flight Path Track & Method Flight Path Tracks ASEL/powered Glider Balloon As part of the application cadets are asked various questions which identifies which Flight Path Track and Method of desired training is more conducive to cadet’s schedule and preference. Application is set up so that it asks for information to accurately place cadets in the most compatible flight path method. For any questions see CAPP 60-43, Cadet Wings Student Guide or email cadetwings@capnhq.gov Addressing some FAQ’s: Any cadet who already possesses a pilot certificate, except for a Student Pilot Certificate, is ineligible for enrollment in Cadet Wings. For more details see CAPP 60-43, Cadet Wings Student Guide, section 2.2 Cadets must have their solo endorsement in the same aircraft type they choose for a track (if you are pursuing a ASEL rating, needs to be a powered aircraft solo endorsement) Cadet Wings will fund/pay for: flight fuel, aircraft rental, maintenance costs, FAA Private Pilot Practical Test cost, and instructor expenses up to your PPC or 60 flight hours, whichever comes first. From the time cadets are enrolled in Cadet Wings, they will have a maximum of 6 months to achieve their PPC. (there are waivers for extenuating circumstances) For more details see “Expected Progression” section of Cadet Wings Student Guide Cadets on the glider or balloon track are not required to have a medical certificate.

Cadet Wings Ideal Candidate Ideal Applicant Prerequisites Currency of Aircraft Ground Handling (within past 2 years) Current Student Pilot Certificate Current FAA Medical Certificate (class III as a minimum if applicable) Current Solo Endorsement Completion of Ground School/Instruction in preparation for FAA Airman Knowledge Test FAA Airman Knowledge Test Report (containing passing score) Exhibiting the potential for continued CAP service as a Cadet Leader Any cadet can apply for Cadet Wings. Some aviation related prerequisites would make one cadet a more competitive applicant than another. The list above would be considered items that would make cadets an ideal candidate. The Cadet Wings Student Guide addresses each of the desired prerequisites step by step. Cadets are still encouraged to apply, even if they don’t have all these prerequisites completed. NHQ will place any eligible cadets that are missing any prerequires on a waiting list while they work on completing them. Addressing some FAQ’s: Prior to applying for the Cadet Wings, every cadet should become an (EAA) “Young Eagle.” Once cadets complete their first CAP orientation flight, they are eligible to become a Young Eagle with a student membership in EAA. This membership provides resources which will help you become an ideal applicant for Cadet Wings. (see para 1.1 of Cadet Wings Student Guide for more details.) This membership enables cadets to received the Sporty’s online ground school for free and reimbursement of their written test (if pass on first attempt)

Cadet Wings Applicants What makes a good candidate Progressing as a cadet Flight experience Academics Communication E-mails, uploads, supplemental docs submissions I got it, next steps (take away…) Focus on Prerequisites Apply on 01 October regardless of prerequisites completion Here are the take aways for cadets: Work on your cadet progression, academics and flight experience – it can put you at the top of the list! Make sure you reply to any communication from higher headquarters regarding you CadetInvest application. You will receive instructions on uploading and/or submitting additional documentation, failure to be responsive will delay your potential enrollment Don’t forget to apply, don’t wait until the last minute!!! Even of you have all the prerequisites completed, if you don’t apply, you will not be considered for Cadet Wings. Lastly….start working on those prerequisites! What can SM’s do to help cadets: help them with any guidance on achieving the ideal candidate prerequisites.

As of 02 September, 32 cadets have earned their Private Pilot Certificate (PPC) through the Cadet Wings program. 26 others are enrolled and working towards their PPC.

Of the 206 total applications, 32 applicants were enrolled and have since earned their PPC though Cadet Wings, and 26 are enrolled and working towards their PPC in Cadet Wings.
