Conversions DEV will now install LEDs at no charge when replacing non-functioning streetlights Upon request, DEV will replace with HPSV until inventory exhausted For functioning fixtures, conversion cost depends on classification $130 to replace basic fixture with LED $386 to replace premium fixture with LED 2018 change in DEV tax effect recovery factor (TERF) increases conversion cost by 15.34%

Conversion Savings Example: Arlington County Significantly reduced cost to convert an existing basic HPSV luminaire to LED: $1,364.45 per 2017 DEV estimate (average) $ 130.00 per 2018 agreement (flat rate) $ 150.00 per 2018 agreement + TERF Savings even with $386 cost to convert existing premium luminaires Including TERF brings cost to $445
