New Rule Changes 2019 The 3 R’s In the first half of games if both coaches agree we can institute the Mercy Rule if the score difference is 30 points or more. OHSAA has changed the Thunder and Lightning policy. If Thunder is heard, stop the game for 30 minutes. If Lightning is seen and no Thunder is heard, then you can keep playing. For JV games if both coaches agree to have kickoffs then they can agree later to stop kickoffs.

New Rule Changes 2019 The 3 R’s Tripping the runner is now a penalty. The Horse Collar rule has been expanded to include the Name Plate area. The 40/25 Play Clock is not to be used below the varsity level. The Play Clock Operator and the Game Clock Operator must be two individuals.

New Rule Changes 2019 The 3 R’s Illegal Kicking and Illegal Batting fouls are now 10 yards. For the Offense to be in a legal Formation at the snap, they must have 5 players between 50 and 79 on the LOS and no more than 4 players in the backfield.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only 40 seconds will be on Play Clock following these types of plays: Running play ends in bounds Running play that ends out of bounds Incomplete forward pass Double change of possession and Team A snaps

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only 25 seconds will be on the Play Clock for the following: Penalty administration Charged team time out Start of each period Touchdown Legal kick Try, FG or Safety Measurement Injured Player/Helmet off/Equipment Issue Change of Team possession – Team B snaps Start of Overtime period Inadvertent whistle or period extension

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only When meeting with Play Clock Operator before the game inform him/her about the following: After the play starts reset the PC to 40 seconds. Do not start the PC until the crew signals that the down is over. Wait for a second after the signal is given and then start the PC. Demonstrate what signal the R will use to reset the 40 seconds PC and what signal will be used to reset the 25 seconds PC.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only When the L meets with the chain crew before the game inform them about how as a chain crew they have to move much faster. The Box Man is expected to be the fastest member of the chain crew. On long runs and completed long pass completions if the box man is not at the new LOS when the ball is placed down, then the L will drop his bean bag where the box man is supposed to be stationed. Then the chains will mark off the box man’s spot.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only For plays that use the 40 second PC, the ball is marked ready for play when the U spots the ball and clears the LOS.

PC starts at 40 seconds and starts to count down. U gets the game ball, spots it and hurries to his IP. The R will point to the ball to mark it ready for play. The GC will start on the snap.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only Play Situation B. Team A runner gains 5 yards on first down play. PC starts at 40 seconds and starts to count down. U gets the game ball, spots it and hurries to his IP. If this is not completed within 15 seconds then the BJ will stop the GC and PC. The R will reset the PC at 25 seconds wind the GC and PC when the U is in position.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only Play Situation C. Team A runner gains 5 yards on first down play and gets tackled in bounds. The ball carrier is injured and cannot get up. The officials stop the GC. U gets the game ball, spots it and hurries to his IP. The injured player is replaced. The PC is set to 25 seconds. The R will point to the ball to mark it ready for play and the GC and PC will start.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only Play Situation D. Team A runner gains 15 yards on first down play and gets tackled in bounds. The officials stop the GC. PC starts at 40 seconds and starts to count down. U gets the game ball, spots it and hurries to his IP. The R will point to the ball to mark it ready for play and the GC will start with a silent wind by the R and LJ.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only Play Situation E. Team A runner throws an incomplete forward pass. The officials stop the GC. PC starts at 40 seconds and starts to count down. U gets the game ball, spots it and hurries to his IP. The R will point to the ball to mark it ready for play and the GC will start on the snap.

40/25 Play Clock for Varsity Games Only 2019 The 3 R’s 40/25 Play Clock for Varsity Games Only Play Situation F. Team A runner throws a completed forward pass for a first down. The officials stop the GC. The U has a holding penalty against the offense U gets the game ball, mark offs the penalty, spots it and hurries to his IP. The PC will be set to 25 seconds. The R will mark the ball ready for play and the PC and GC will start on the ready.
