U.S. Immigration and Customs Enforcement (ICE) The Human Rights Violators and War Crimes Center The Human Rights Violators and War Crimes Center HSI Human Rights Violators War Crimes Unit ICE OPLA Human Rights Violator Law Division Interagency – FBI, CBP, DOS, DOD, and DOJ HRSP The HRVWCC investigates persons in the U.S. who have carried out genocide, torture, war crimes and serious human rights abuses.

U.S. Immigration and Customs Enforcement (ICE) The Human Rights Violators and War Crimes Center Laws Federal Law: 18 U.S.C. § 116 (enacted in 1996 and 2013) State Criminal Laws Currently 15 States do not have specific FGM Laws (AK, AL, CT, IN, KY, MA, ME, MS, MT, NE, NM, RI, VT, WA, WY) Federal Immigration Laws (Benefits/Bars) State Child Protection and Mandatory Reporting Laws for Child Abuse In 1996, Congress passed a law criminalizing the performance of FGM/C in the U.S. In 2013, “vacation cutting” was specifically criminalized. State Criminal Laws: 33 states specifically criminalize FGM/C All states criminalize FGM/C activity (assault, maiming, conspiracy) State Child Protection Laws: - “Is Being or Has Been” neglected or abused
