19-21 Bay Drive Consultation 2019 Methodology Online quantitative and qualitative research to establish resident’s views on the guiding principles for the development of 19 and 21 Bay Drive. 19-21 Bay Drive Consultation 2019 Start Date: 30/04/2019 End Date: 14/06/2019 Participants The survey was available to be completed via the PCC research panel, the Council website and various public events which were completed via hard copy submissions. Any queries regarding this report can be addressed to: Jared Bothwell PublicVoice Account Director 04 589 5552 jared@publicvoice.co.nz Community feedback for both the Council’s principles on how the land may be developed and on enabling private sector development to occur on part of the site is an important first step in informing the Council’s decisions. Survey participants were whether they agree with the Council’s 7 overall guiding principles: The land is open for the community to use Protection of the environment and the ecology is important The cultural heritage and history of the site is acknowledged There is good access for all so everyone can enjoy the spaces People want to come here – Titahi Bay is a destination of choice The community has a say in what will happen with this land Cost neutrality Participants were also asked whether there are any other principles that they would like the council to consider, and if they had any other comments. OBJECTIVES Determine the level of agreement within the community towards the Council’s guiding principles Collect community feedback on any other principles to be considered Collect any other comments from the community

KEY FINDINGS 98% 52% 47 34 30 RESEARCH OBJECTIVES WHAT WE LEARNED KEY INSIGHTS Determine the level of agreement within the community towards the Council’s guiding principles. Collect community feedback on any other principles to be considered Most Agreement There was very strong support for community access to the land and that the community has a say in what will happen with the land. Less people agreed with the principle of cost neutrality because of opposition to private development. Those that had reservations about private development were concerned about the extent of private development and the possible impact to community access. of respondents agreed with the following principles: The community has a say in what will happen with this land Protection of the environment and the ecology is important 98% Least Agreement 52% of respondents agreed with the principle of cost neutrality respondents thought not allowing private development should be considered a guiding principle. Significant concern regarding new housing developments was expressed. 47 The other most popular suggested principles were: Infrastructure development (17)* Respect Nixon family wishes (13) Reduce impact on rates (12) Council should retain land ownership (9) 34 respondents thought allowing private development should be considered a guiding principle. 30 respondents thought that adding a café/restaurant on the site should be considered a guiding principle. * Numbers = frequency.

KEY FINDINGS 70 66 61 RESEARCH OBJECTIVES WHAT WE LEARNED KEY INSIGHTS Collect any other comments from the community respondents expressed concern over public use of the land. There was a strong sentiment that the land should remain open to the community. People’s reservations about private development led to affirmation that they would like this land to be available to the public. Many participants said that they wanted the community to be the focal point for the plans for this land. 70 respondents reiterated their support for consideration of new principles, including: 1. Develop café/restaurant (49)* 2. Infrastructure development (8) 3. Respect Nixon family wishes (5) 66 61 respondents wanted Council to focus on the community regarding the land *Numbers = frequency.
