Priority for transfer Officers whose optioned are not utilized & posted in tough areas like HP and J&K should be given priority to transfer them to home Circle or nearby to the extent possible. The issue has been taken by the Circle to CHQ level. 2. Transfer tenure for 2 years Transfer tenure for 2 years may be granted to HP on the basis of service in all tough areas at par with N.E. etc. 3. JTS Promotion Speed up of Sr.AO to JTS promotion 4. Concessions at par with, when posted to HP like N.E. region. Himachal Pradesh, which is under tough location may be granted concessions at par with when posted to N.E. region etc., facilities for benefit of two HRAs, retention of quarters, spl (duty) allowance, etc. may be granted. 5. Local officiating arrangement in AAO Local officiating arrangement among AAO form Sr. Accountants until LDCE exam is conducted.

Views of Circle on Important Issues Sl. No. Issue Views of Circle 1. Decentralization of Postal Accounts Offices Our Association strongly opposes decentralisation of PAOs 2. Transfer Policy It is learnt that a committee has been formed to look into transfer policy. But outcome of that committee is not known yet. Whatever be the outcome, it must be in accordance with the concern of our members .If vacancies are available in home station , posting may be given accordingly 3. Cadre Review of Group ‘A’ Sanctioned strength in the STS cadre may be increased which in turn benefit promottee officers 4. Cadre Review of Group ‘B’ Total Sanctioned strength of AAOs, AOs and Senior AOs has to be increased in lieu of the additional work arised in PAOs /CCA offices 5. Grant of Group ‘A’ Status to Sr. AO The matter has to be taken up BY CHQ positively 6. Change of RRs of Group ‘A’ to give weightage to Promotee JTS 7. AAO Examination Present vacancies of AAO may be filled through LDCE as soon as possible 8. Vertical separation of IP&TAFS Cadre 9. Next CWC meeting & AIC 10. Any other Important Issue
