Johnson’s Plan Included all of Lincoln’s Plan Plus the pardoning of many Confederate leaders and officials

Congressional Reconstruction Controlled by Radical Republicans in Congress Punish southern states Write new constitutions Require ratification of 14th and 15th amendments Military occupation until ratification of 14th and 15th amendments

POLITICAL RECONSTRUCTION IN GEORGIA Georgia under military occupation until James Johnson named provisional governor 13th amendment ratified New constitution adopted in 1865 Declared slavery null and void Abolished slavery Canceled all war debts
