Dual and Concurrent Enrollment Policies SIS User Conference – Wyoming Department of Education

What is Dual and Concurrent Enrollment? Both programs allow high school students to take college-level courses and earn credit at both their high school and at the partner college. Dual-enrollment courses are taught by the partner college’s instructors and are frequently on campus, although can also be at an outreach center or online Concurrent-enrollment courses are taught by college-approved high school teachers at the high school. What is Dual and Concurrent Enrollment?

Wyoming Statute 21-20-201 established the Postsecondary Education Options Program (PEOP) in 2010. Important aspects of that law include: Districts and colleges are required to have an up-t0-date MOU(s) that specifically details each DE/CE course offered through the partnership Students cannot be required to pay for tuition, fees, or any costs related to the DE/CE courses, including books. CE instructors must meet minimum credentials under the college’s accrediting standards, and be certified as such by the college Colleges and high schools must utilize a standardized data reporting process through the WCCC and WDE on an annual basis. The updated Perkins V program provides federal funding for Career and Technical Education programs The current version of Perkins requires evidence of MOU compliance Because many of the CE/DE courses receive Perkins V funding, the districts and colleges will be required to demonstrate that their CE/DE MOU’s are accurate on a regular basis Perkins V

Districts can reach out to the WDE for assistance in compliance with state statutes and Perkins regulations Colleges can work with the Wyoming Community College Commission to update CE/DE MOU’s Both organizations are reaching out to colleges and districts to align on standardized data reporting processes. WDE and WCCC support
