Draft delegated act on the Planning DSS Meeting May 2019

Article 4: Multiannual rolling planning For the purpose of supplementing this Regulation, the Commission is empowered to adopt delegated acts in accordance with Article 15 in order to supplement this Regulation by establishing or adapting a multiannual rolling planning. 2. Such multiannual rolling planning shall: (a) be adopted for a period of eight years; (b) apply to the collection of data covered by this Regulation; (ba) comply with the periodicity specified in Annex IV; (bb) specify the period during which data are collected for: - the detailed topics attached to the domains as listed in Annex I - ad hoc subjects requested by the users, for the labour force and income and living conditions domains, as provided for in Annex IV. In justified cases, these data may cover detailed topics other than those listed in Annex I.

When there is one periodicity … ICT, EHIS, AES, HBS and ICT The planning fixes the implementing period (usually the year of data collection – but footnote) Therefore simple table in annex IA

When there are several periodicities… Annex IV: LFS (Q, 1-2-8 yearly), SILC (1-3-6 yearly) Need to specify the period during which data are collected for: the detailed topics attached to the domains as listed in Annex I (to the FR) (not the details of variables!) ad hoc subjects requested by the users Hence, Annex II defines by detailed topics its perdiodicity (groups – acronyms)

Assembling the yearly data collections Annex IB assemble the groups (acronyms) by years of implementation

Comments from the EoV (1) SILC 2023: 3 modules (2 yearly: LM & housing, 6 yearly: intergen. and housing difficulties, ad hoc subject) Intergen & housing is in test. Expected to be shortened. This ad hoc subject will be shorter, the total yearly number of collected variables will remain stable.

Comments from the EoV (2) Drafting suggestions – harmonisation (ad hoc subjects, HH composition, TUS…) Recent evolutions to be reflected (quarterly unemployment) LFS on education and AES same year: intentional: Main indicators: LFS – Details AES (+ PIAAC) Allows comparison and understanding of differences More details required on variables, but to do in sectoral acts Extended period for AES (done) Reg. on LFS module (2021) is repealed National concern on synchronisation – bilateral discussion
