Ratification The 19th amendment finally passed in 1919. It declares: “The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. Congress shall have power to enforce this article by appropriate legislation.” Teacher should read this slide. Our country started off with only free, white males aged 21 being able to vote. The 15th amendment gave free African Americans the right to vote, so that men of all colors, aged 21, could vote. It wasn’t until the 19th amendment that women of all colors could vote as well. Our country did not start off perfect, and it is not perfect now, but our country is on a journey, it is a process to try and form a more perfect union.
