Introduction Management Information Systems (MIS) is an organized, diverse and automated information system that is concerned with the process of gathering, storing and transferring relevant information to support the management operations in an organization. The data is distributed among the various departments in an organization. This project is about the development of an MIS for Burao Police Station that focuses on the management of all the police activities. Most organizations in the region tend to use the manual system in their information management activities 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama CHAPTER ONE: INTRODUCTION TO THE STUDY

current manual system that is employed in the management of police criminal activities. The Somaliland Police Force was established in Since that time, it has struggled to shed its identity as a remnant of a former colonial police. It remains a militarized institution, relatively inaccessible to the majority of the population. It lacks effective management, and its officers are poorly paid, poorly equipped and poorly trained. The Somaliland Police Act of 1993 is outdated and the applicable Police Regulations are those of 1973 except that they are inconsistent with the Somaliland Constitution of 2001 and the Police Act. In 2012, a new Police Bill was approved by the Cabinet and has been remitted to Parliament for final passage into law. Therefore, this Project was intended for burao Police Station to add value in the management of criminal information as well as other activities in the Station. 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama Background Of The Study

Given the always busy nature of Police Stations in Burao and Somaliland at large, the management and dissemination of criminal information as well as other police data is always tedious, cumbersome and time consuming. This is even worse if the organization employs a manual system. Deploying an MIS automates these data management activities leading to swift, accurate and reliable information needed for key decision making in the institution. Due to these and other reasons, the development of an MIS for Burao Police Station was deemed very imperative. 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama Problem Statement

Objectives Of The Study Main Objective The main objective of the study was to design and develop an MIS for Burao Police Station to handle the information management activities of the Station. Specific Objectives Some of the specific objectives of the study included: 1) To collect and analyze data that will help in determining the user and system requirements of the Police MIS. 2) To design a model of the Police MIS. 3) To implement the Police MIS. 4) To test and validate the Police MIS. 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

The Burao Police MIS was specifically developed to manage all the information management activities of the Station, from data entry to output of results. Handling police employee records as well criminal records and dissemination of results for decision making are the core part of the system. The Project was carried out between February and July, Scope Of The Study 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

Project Justification Organizations find it very difficult to manage the information as a whole, before computer technology bloomed. Developments in computer technology make it possible for the managers to easily gather, integrate, store and manage the information in the form they require, depending upon their needs and timing. Information is used simultaneously by many people. The information needs to be current, accurate, concise, timely, complete, well presented and storable. For organizational productivity, solely depending on personal computers is not reliable until it is used efficiently and effectively. Also, advanced technological systems for integrating and sorting the data can be costly unless the senior management provisions it to the staff. Due to these and other reasons, the researchers deemed the development of the Burao Police MIS inevitable. 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

The researchers were responsible for carrying out the project in collaboration with Burao Police Station as the referenced implementing organization. This case study was chosen due to the disorganized nature of how they handle their information activities for key decision making. Implementing Organization 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

Upon the implementation of the Burao Police MIS, not only the police fraternity will benefit but a wide range of other stakeholders. The police employees will benefit the most in that the system will automate their data management activities hence leading to quick and accurate data processing activities. Furthermore, it will make their work much easier as compared to current manual based. This will lead to reliable data for key decision making. To the citizens, they always need faster and accurate information especially in terms of criminal charges information concerning them or their relatives. The system will not only benefit Burao Police Station but also other Government and Non-government institutions who might opt to implement the MIS. Project Beneficiaries 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

Limitations To The Study In any research activity, challenges are always unavoidable. The following are some of the challenges that the researchers faced in the study activities: 1) Language barrier was also an obstacle because most Somali people do not speak English, so the research clerks were disadvantaged. 2) Non-compliance of people; some people were not ready to provide the required data concerning their work operations. 3) High cost of transportation, stationary and paying the research clerks. 4) Limited time; the research time frame was insufficient especially due to other responsibilities at stake. 5) Lack of sufficient knowledge by the people about the study topic. 6) The tools used to design and implement the system were a bit technical to the researchers for instance VB.Net and SQL Server. 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama Limitations To The Study

CHAPTER ONE The first chapter concentrates on all the basics of the thesis by highlighting some basic introduction and background information that is related to the research topic. Furthermore, it also explains the research problem, significance of the research as well as the major and specific objectives. This chapter concludes with the theoretical framework of the study. CHAPTER TWO The second chapter focuses on the literature review; including an overview and conclusion.. CHAPTER THREE The Third chapter discusses the system analysis and design which also forms the core of the project and it incorporates the system design, data flow diagram, and user and system requirements. Theoretical Framework 10/9/2019 B Project And Thesis Book Specific Abdiqaadir ismail jama

CHAPTER FOUR The Fourth chapter is characterized by the different modules of the project including the administrator and other users. CHAPTER FIVE The Fifth chapter addresses the system implementation and testing including input and output consideration, processing and output consideration. CHAPTER SIX The sixth chapter involves the system feasibility; technical, economic, and operational feasibility. CHAPTER SEVEN` The seventh chapter talks about the future research development of the project and concludes with references and appendices. Management Management Information Systems provide accurate, timely, relevant and complete information necessary to facilitate decision making in an organization It helps in planning, control and operational functions to be carried out effectively and efficiently. Provides It provides a wide range of decision alternatives for the decision makers, enabling them to make their choice depending on the system and the situation Within Togdheer region, the use of MIS has not been implemented by many organizations, yet it comes with numerous advantages. Designed The system was designed, implemented and tested to make sure that it works perfectly. It has been a great pleasure for the researchers to work on this exciting and challenging project.
