FCC Update CSDVRS, LLC d/b/a ZVRS and Purple Communications, Inc. Limited Waiver On October 31, 2018, the Consumer and Governmental Affairs Bureau issued Order DA 18-1119 granting CSDVRS, LLC d/b/a ZVRS and Purple Communications, Inc. a limited waiver of the expiration date for the at-home video relay service (VRS) call handling pilot program to April 30, 2019 Under the program, authorized VRS providers may be compensated for calls handled by communications assistants at-home workstations The pilot program was initially intended to run from November 1, 2017 to October 31, 2018 TASA Meeting - April 24, 2019
Request to Establish New Rulemaking Methodology for IP Relay Service Public Notice DA 18-1137 In its Public Notice issued in DA 18-1137 and released November 7, 2018, the FCC’s Consumer and Governmental Affairs Bureau sought comment on the petition for rulemaking filed by Sprint Corporation on November 1, 2018 Sprint seeks to establish a new ratemaking methodology for IP Relay service because the current three-year price-cap period for IP Relay service expires at the end of the 2018-19 TRS Fund Year, ending September 30, 2019 Sprint proposed a hybrid rate methodology to set future rates for IP Relay service, based on a combination of the Multistate Average Rate Structure and provider costs TASA Meeting - April 24, 2019
Sprint sought interim waivers of the FCC’s rules to permit Sprint to: Comments Sought For Sprint Request for Interim Waivers to Recover Costs of IP Relay Service – Public Notice DA 19-223 On March 21, 2019, Sprint Corporation filed a request for interim waivers to recover costs for IP Relay Service. Sprint argues that granting the waivers will ensure its ability to continue providing IP Relay service pending adoption of a longer-term compensatory rate methodology Sprint sought interim waivers of the FCC’s rules to permit Sprint to: Be compensated for costs incurred for outreach, indirect overhead, and research and development, and Receive a reasonable operating margin Increase the IP Relay compensation rate to $1.85 per minute for the 2019-20 TRS Fund Year Comments were due by April 8, 2019 and rebuttal comments were due by April 15, 2019 TASA Meeting - April 24, 2019
Report and Order, Further Notice of Proposed Rulemaking, and Order FCC 19-11, Released February 15, 2019 On February 15, 2019, the FCC released its Report and Order, Further Notice of Proposed Rulemaking, and Order (FCC 19-11) to improve Internet Protocol Captioned Telephone Service (IP CTS), enhance IP CTS program management, and prevent waste, fraud, and abuse Public Notice DA 19-194, released by the FCC on March 20, 2019, noted that: On March 8, 2019, a summary of the Report and Order was published in the Federal Register and the adopted rules went into effect April 8, 2019 On March 14, 2019, a summary of the Further Notice of Proposed Rulemaking (FNPRM) was published in the Federal Register. Comments related to the FNPRM were to be filed on or before April 15, 2019, and reply comments must be filed on or before April 29, 2019 TASA Meeting - April 24, 2019
