State-of-play of current Water Directive integration into WISE Dr. Anita Künitzer Dr. Lidija Globevnik European Topic Centre on Water (ETC/W)

Status of integration of Water Directives DG ENV with consultant => EEA with ETC/W BWD: ETC/W start 2008, ETC/W – consultant handover meeting Sept.08, fully responsible for data handling + visualisation + compliance report in 2009 UWWTD: ETC/W - consultant handover meeting Nov.08, fully responsible for data in 2009; development of GIS layer on sensitive areas Nitrate D: ETC/W report 2008 on streamlining with SoE data, ETC/W report 2009 on data comparison NiD, SoE, WFD stations; GIS layer on Nitrate vulnerable zones DWD: ETC support to consultant on production DB?

Steps of integration Reporting sheets Data Dictionary (web) with Reporting templates in Excel and/or XML Automatic QA/QC rules (GDEM) for feedback to MS when CDR (Central Data Repository) upload Download from CDR of released MS data set Production data base (data model, EU wide) Manual QA/QC of data with MS reporter Map visualisation in WISE map viewer (concept, map layers, application DB, web presentation) Data visualisation (data viewer, download of reference DB) [Report on compliance assessment]

List of reporters Water Directive reporting: SoE reporting: “WISE Reporting Arrangements”, Annex 3 “Authorised WISE data providers. Updated prior to each reporting round. Problem: Typing errors, not regularly updated, change in contact person not communicated, paper document. SoE reporting: NFPs keep lists of reporting NRCs in Circa Directory regularly updated. Advantage: Always a contact person available, no information gets lost, electronic address list. SoE approach could be applied to Water Directive reporters

How to keep the role nominees in the Eionet Directory up-to-date (http://www.eionet.eu.int/)

Proposal: Water Directors to give National Focal Points (NFPs) the permission to update list of reporters for the following Water Directives in the Eionet Directory: BWD UWWTD NiD DWD WFD (Groundwater D, Priority substances) MSFD Floods Directive

Bathing Water Directive integration (1) Reporting under BW directive in 2008 will go through ReportNet system (EEA Eionet): - transparent - easy to use with on line support available - QA/QC integrated (2) 2 sets of templates (xls, xml) available for MS to download (separated for both Dir.) (3) BW quality data from all MS will be integrated into one data base, analysed and visualized in WISE: - WISE Map Viewer - WISE Data Viewer

Scheme of integration of BWD reporting:

BWD Reporting procedure INPUT TOOL (ReportNet) 1. Data Dictionary (DD) - templates for BWD reporting (done in Reportnet) - MS download templates DD CDR GDEM 3.2. Accept country delivery 4. Collect and download all country deliveries 3. BW data uploaded BWD working db 3.1. Reject delivery if data not satisfy semantic criteria Country NFP 5. Quality assurance Of BW data 2. BW data prepared in a form as agreed (DD)

WISE Data Viewer: http://www. eea. europa - look on locations and statistics on quality for coastal and freshwater bathing waters search  by country, region,  province and bathing water bathing waters in Google Earth and Google maps explore how bathing waters have improved over the last  years.

WISE Map Viewer: http://www. eea. europa integrated picture of water quality along Europe's coastlines and inland waters. documents how bathing waters have improved throughout Europe over the last years provides a summary of Europe’s bathing water quality
