Next Generation Compliance: State and Local Perspective of IR Camera Inspections Louisville Metro Air Pollution Control District & Kentucky Division for Air Quality October 4, 2016

Background Awarded the FLIR GF320 camera by a EPA grant in early 2015. Two DAQ employees, an inspector and a coordinator, and one APCD supervisor attended training at EPA region 3 headquarters with a FLIR trainer in March of 2015. Share the use of the camera and required to average three inspections a month using camera.

APCD Findings In 2015 we found: In 2016 we found: Natural gas pumping station valve leak Gas delivery truck with bad hose gaskets In 2016 we found: Leaks at several gasoline terminals all at vapor return hoses

Lessons Learned Used as a compliance assistance tool Hot work permits Seeing leaks on video gets mixed reaction from facility personnel, but getting leaks fixed seems to be a priority at higher levels. Hot work permits We’ve given advance notice of inspections to make this easier Can get lots of attention Depending on source, may have large groups joining inspection Pay attention to wavelength!!! Several inspections have gone poorly due to not remembering if a particular chemical is long or mid wave. Miles of piping can get tedious. Spread out use to avoid burnout.
